Home Access System for Video based IP Tele-services

Objective

To provide baseline set of generic requirements for Broadband IP video-based Care, Tele-assistance & Tenant services.

To create a generic low cost Home Access System (HAS) Video box with
a) an Open Access Network Interface HDSL, cable, wireless, etc.),
b) Open video CODEC and services interface,
c) a gateway to the home via the converging (Battibus, EIBus and EHS) standard Home Bus and d) integrated audio-video and camera and functions.

To create a generic service centre to handle video IP based Tele-services with operator support and a Network & QoS Management System with integrated with alarm processing and billing and support these activities in CENELEC and SCTE.
To develop a Video Communication System for implementing "live" video and audio over IP Tele-services.
To test the designs on real networks with real users at 4 sites.

Work description:
The Care, Tele-Assistance and Housing Providers define the baseline set of generic requirements for the use of Broadband IP video for Care, Tele-assistance & Tenant services.
ITA, M-TEC and Bioingeniería design and develop a Home Access System Video Box, with a) an Open Access Network Interface (HDSL, cable, wireless, etc.), b) Open video CODEC and services interface, c) a gateway to the home via the converging (Battibus, EIBus and EHS) standard Home Bus and d) integrated audio-video and camera functions. Special attention is paid to the reliability and robustness of the box and its ability to be manufactured at a low cost.
VCON & ITA design and implement a Video Communications System (VCOS) for implementing "live" video and audio over IP Tele-services.
BARCO, RUBIN, M-TEC, ITA and design and implement the Service Centre, that is a combination of control centre, Alarm centre, and Videotelephony based care centre of the partners with special attention being paid to the ergonomic issues. The Service Centre Software handles video IP based Tele-services with operator support. It is an integration of Domotic and alarm handling service centre software (Bioingeniería) with its specialist database needs, a Network Management System adapted from their HFC network management system (BARCO), a real-time conversational video QoS Management System (VCON), an alarm processing system and a billing interface. The software development is supported by RUBIN.
Prototypes are built for the 4 sites and installed by the operators on their networks, and operated by the service provider organisations. A short period of testing is conducted under the supervision of empirica.

M1-month 04-Agreement on HAS Video requirements include. VCOS and Evaluation Criteria
M2-month 12-First VCOS and Network Management Software Release and prototype HAS Video Box and Call Centre desk
M3-month 16-Completion of integration of prototypes with Tele-Service Applications.
M4-month 21-User trials finished - Recommendations for HAS Video Large Scale Manufacture
