Objective
The chosen approach of the project is a mix of methodological and development tasks, specifically the chosen workplan is defined to achieve the following results:
1. to develop a methodology;
2. to develop a set of tools divided in two parts: a definition module to define new model of services for the citizens and a runtime server to implement the defined models.
The virtual citizen guide will be a tool to handle the feedback, to supply information, to ease access, to contact among the administration and third parts (citizens, institutions, business) and all this develop on the highest technology.
OBJECTIVES
The objective of the IMPULSE project is to facilitate the implantation of new models for provision of general interest services for the citizens, through the "virtual citizens guide" - tools to handle the feedback, supply information, ease access and contact among the Administration and third parties.
More specifically, the concrete objectives of the project will be:
1. To develop and analyse new models for provision of services for the citizen in order to create a knowledge database with best practices;
2. To provide homogeneous services either by phone, Internet, and personal interaction;
3. To define new performance indicators to achieve continuous improvement of services for the citizens;
4. To achieve cost reductions for Administration and citizens in their interactions;
5. To apply modern business analysis to public services;
6. To develop a definition module to define new models of services for the citizens;
7. To develop a runtime server to implement the defined models;
8. To develop a public and complete methodology for "virtual citizens guides".
DESCRIPTION OF WORK
The work plan defined for IMPULSE responds to the main project objectives and to the architecture of the system presented here above. The workplan structure intends to reflect also an application driven methodology to develop IMPULSE. This methodology will lead providers and users of the technology to strictly interact in order to better fit the purpose to gain innovative and flexible environment satisfying the user needs. This organisation is implemented in the workplan as each phase of the project requires and allows the interaction between the two subjects. The expected result of such an organisation: to build an environment really tied on the users needs, and also to provide capabilities not covered by other tools, at all or at least not so effectively/efficiently.
Schematically, the following activities will be covered:
1. Implementation of IMPULSE Definition of Services Module;
2. Implementation of IMPULSE runtime server;
3. Set-up of pilot virtual citizens guide applications for evaluating the system;
4. Development and delivery of IMPULSE methodology.
