Management Of Networks And Services In A Diversified Radio Environment

Ziel

MONASIDRE addresses the fields of (network/radio) resource control and resource management in the context of mobile communications. The project takes for given the heterogeneity of radio transmission technologies (UMTS, MBS, DBS), and the emergence of all IP-based networks.

The project objectives are to develop:
(a) advance network-planning methodologies, which will assist operators in the cost effective combined deployment of this technologies,
(b) the implementation of sophisticated network and service management concepts, which will enable the cost-effective operation of these systems (once they are deployed).
In both objectives, the flexibility that software radio is likely to bring, will be taken into account.

Objectives:
MONASIDRE will develop in the context of a diversified radio environment, techniques for:
(a) monitoring and analysing the statistical performance and the associated QoS levels provided by the network elements,
(b) inter-working with service provider mechanisms, so as to allow service providers to dynamically request the reservation (e.g. release) of network resources
(c) performing dynamic network planning as a result of resource management strategies to optimise delivery of services to mobile users under a spectrum limited constraint,
(d) mapping adequately the IP based network resources to the radio resources

Work description:
MONASIDRE will be organised around three main activities that will develop specifications, algorithms and tools for meeting the project objectives.
One activity will be in charge of the definition of mechanisms and interfaces with service providers, as well as monitoring procedures.
A second activity will develop algorithms for enabling the effective usage of both network and radio resource management and control.
The third activity will consist in the development of a system simulator that will demonstrate the added-value of the MONASIDRE concepts.

The first two activities will contribute to standardisation bodies that need to have in their scope, cooperation between heterogeneous transmission technologies, and to the evolution of European regulation in the technology convergence issues. The resulting software can be the basis for commercial packages that will assist operators in the deployment of cost-effective networks, and manufacturers in the building of innovative system solutions.

MONASIDRE developed a Service and Network Resource Management (SNRM) platform for wireless systems that operate in a composite radio context. MONASIDRE focused on a composite radio environment consisting of UMTS, HIPERLAN-2 (considered as the MBS system),and DVB-T (considered as the Broadcast component), but the architecture of the platform is flexible and can be applied to different composite radio environments, besides the above. The SNRM platform exploits the merits of the composite radio concept. For that purpose, it facilitates the transactions between service providers and network operators, as well as between co-operating network operators, it monitors the status of the underlying networks, determines an optimised way to accommodate the demand volume (by finding the QoS levels that can be offered, and the networks that can support the demand at the selected QoS levels), and properly configures the operators' networks. The merits of the composite radio concept are obtained through the co-operation of the SNRM platforms and are due to the complementary role of the wireless access networks of the composite radio infrastructure.

The above can be summarised in three main tasks, consisting the three logical entities of the SNRM architecture:
- Managed System Monitoring and Assessment & Service Provider Interworking (MASPI). This module enables the Service Providers (SPs) to intercommunicate with the management platform, and the different platforms (owned by one or more network operators) to communicate with each other. It also identifies new conditions (requirements) in the service area, and facilitates the intra-platform communication (i.e. between components) for handling new service area conditions (e.g. hot-spots) or SP requests. Finally, is in charge of managing the network elements accordingly to the strategies decided by the RMS.
- Resource Management Strategies (RMS). This module is in charge of the optimisation operations, that is, it is responsible of finding the most efficient (in terms of cost and QoS) resource management strategies so as to adequately provide the requested services. The determination of the most appropriate management actions for the composite radio infrastructure takes into account the status of the underlying networks, cost, terminal profiles, quality levels and user classes.
- Network and Environment Simulator (NES). It simulates the radio and core network, and enables the SNRM platform to (off line) test and validate its strategy and management decisions prior to application in the real network. It also allows demonstration. An extra deliverable, D12, was produced by the project, with title "Resource management in MONASIDRE".
