Telepayment system for Multimodal Transport Services using Portable Phones

Ziel

The proposal will develop an innovative payment system for transport services using portable phones (SMS and WAP). The system will be shown and validated in BERLIN, ROME, TURKU (FIN) and the PARIS Ile de France region selling Public Transport virtual e-tickets stored in the GSM SIM card.
A tolling application will be tested on a French motorway in Ile de France, establishing a Europe-wide payment means for tolling applications.
Technical, legal and commercial feasibility of the system will be established.
Access to closed systems (e.g. opening barriers and/or turnstyles) will be tested using Blue tooth short-range communication.
After conclusive tests, Berlin, Rome and Turku intend to extend the system to their whole network.

Objectives:
The project aims to trial an innovative payment system allowing the payment for transport services using portable phones (e.g. tolling for motorways, public transport, parking).
To this end, the project will:
- promote the adoption of wireless devices as a payment means for transport services;
- establish the technical, legal and commercial feasibility of a purchase and payment system for virtual "e-tickets" through mobile phones;
- present a Europe-wide payment means for tolling applications;
- propose four test sites across Europe: Berlin, Rome, Turku and Ile de France;
- test the access to closed transport systems (e.g. opening barriers and/or turnstiles) using Bluetooth based terminals.

Work description:
The work will start (WP2) with investigating the needs and requests from a users point of view (end user, service provider, transport operator) and all actors involved.
WP3 will then identify the system requirements and define a generic system architecture. Site-specific options will be chosen for the system definition.
WP 4 tackles the legal environment concerning electronic payment (relation with financial world) related to the mobile phone medium. It will also make proposals for model contracts to be agreed by the players involved.
In WP 5 The system will be implemented and trailed in four different sites: Berlin, Rome, Turku (FIN) and Ile de France (southern Paris region). All sites will use the multi-modal Public Transport payment application. Ile de France will also test motorway tolling.
Taking into account the outcome of WP3, a common technological (communication) platform based on WAP-SMS will be used in all sites. Each site will specify its particular application, implement and test it.
In the case of closed systems, a Bluetooth interface will be used to open the barriers/turnstiles. Bluetooth will also be used in certain sites for the validation of the e-ticket.
Payment will be done through the telephone bill or using pre-paid SIM cards. In some cases, an additional financial card will be used.
WP6 will validate the trial results and provide elements for business plans.
Dissemination (WP7) is a key objective. It includes a reference brochure, a web-site, a regular newsletter a major information conference and publications.

- Show the technical and commercial feasibility of using portable phones for the payment of transport services;
- A comparison of the different approaches for payment using GSM trailed in the different TELEPAY test sites;
- The production of different model contracts (as guideline for other operators wanting to set up the system) describing the contractual relations between all concerned partners (transport operator, telecom provider, financial institution, Authorities) in different constellations.
