Structural and economic optimization of bottom-mounted offshore wind energy converters

Objectives

The overall purpose of the study is to identify designs leading to a reduction of the cost per generated kWh of offshore wind energy towards that of other sources of electricity. Moreover, identification of the techno-economical limits of the practical engineering of offshore wind turbines is another general goal. The specific objectives of this project are:
- A cost estimation and comparison of offshore wind energy
converters of different sizes and different design concepts. - An estimate of the cost per kWh of offshore wind energy at sites in different regions of the EU.
- Methods for the simultaneous structural and economic
optimization of offshore wind energy converters with respect to the site characteristics.
- At least one typical design solution for a bottom-mounted offshore wind energy conversion system.

Technical Approach

This project continues the previous work in JOULE I and makes use of recent developments in wind engineering and offshore
technology. The study will consider the most feasible and the most probable concents for the near future i.e. horizontal axis wind turbines rated approx. 1-3 MW erected on bottom-mounted support structures in the Baltic or the North Sea.
The project consists of three sequential main tasks.
- Task 1: Identification of the main cost drivers of offshore wind energy and selectioning the base case concepts and the
reference sites.
- Task 2: Development of the economic and structural
optimization and the improved design methods. The economic model includes cost for manufacturing, installation and O&M. Structural optimization concerns the support structure, wind turbine and grid connection. Design methods for OWECS such as structural reliability methods and simulations of the entire system are also included.
- Task 3: The work of the former tasks is integrated and the developed methods are demonstrated by a typical design solution. Task 1 has already been finished and the results are reported in a Technical Report of the project and presented during the
European Union Wind Energy Conference '96.

Expected Achievements and Exploitation

This project will lead to a more competitive design for offshore wind farms. It is expected that the cost per unit energy will be reduced significantly by taking the economic aspects into account in the optimization process. The actual cost will depend on the specific site and will be measured relative to present technology and other recent design studies.
