Renewable electricity and liberalised markets

Obiettivo



The objective of the project is to determine the role of renewable energy in the strategies of electricity utilities across Europe in the context of the liberalisation of the European electricity sector.

The specific objectives of the study are to:

- examine the influence of liberalisation on the way electricity utilities will incorporate renewable energy into their business plans in liberalised markets;

- determine whether the impact of market liberalisation will have a positive or negative effect on the uptake of renewables by utilities, and whether the lessons learned can be replicated to other utilities elsewhere in Europe;
- determine where liberalisation might appear to impede or disadvantage the uptake of renewables by utilities, define the measures that would need to be taken to counter any negative effects, and thereby further EU policy towards renewable energy;

- assess the role of renewables as a component in the energy supply strategies of the utilities;

- define how the commercial marketing strategies of the utilities are, and will be affected, by adopting renewables as part of their energy mix; and,
- additionally, provide insights into how these utilities are adapting their market strategies in light of EC directives and within the context of the changing electricity markets.

The project will provide specific and important information for electricity utilities across the EU, manufacturers and suppliers of renewable energy equipment, current and potential co-partners in utility backed renewable electricity generation projects (e.g. Iand owners, water companies, investors etc.), energy consultants who provide services to the utilities, and policy makers in the EC and Member State governments. Each of these groups should derive tangible benefits from the project outputs.

It will provide a set of integration plans for each utility that sets out strategies on how best to optimise the contribution of renewable energy to their market development and growth. This will be integrated into a set of strategies for utilities in Europe which will define the costs and benefits, the risks and opportunities that renewable energy development and incorporation will bring. It will focus on the complementarity of national and EU policies, and the contradictions, and will set out recommendations on how to reduce the contradictions.

The study will further define the environmental, economic, investment, export and other benefits that will accrue through renewables in liberalising markets. This will provide guidance to national and EU leaders and policy makers on how best to promote renewable energy to achieve national and EU targets, while at the same time how best to promote these and maximise economic, environmental and other effects within the liberalised electricity market context.
The proposal sets out the project in 6 phases with tasks clearly allocated between the project partners.
Most tasks will involve all partners to some degree with one partner having overall responsibility for compiling the information on that task. The Phases are: Inception, Baseline Survey, Risk Assessment & Definition, Strategic Options for Renewables, Individual Integration Plans, Project Integration & Recommendations.
