Energy R & D strategies for a sustainable future

Ziel

The project aims at the evaluation of energy RDD strategies in the EC and EC Member States.
Comparison will be made with RDD activities in other OECD countries. The evaluation will be an ex-ante evaluation in order to identify future RDD possibilities.

The study will produce two main products:
1. an integral analysis of, and approach to RDD strategies in the field of energy conversion, renewables and energy efficiency improvement, and 2. a database on RDD programmes in the EC, the Nordic countries, Japan and the USA.

The results of the study can also be used as an indirect, but comprehensive input for energy system modelling (relating the development of energy systems to major societal problems) and in the assessment of different approaches in such modelling (i.e. bottom-up versus top-down).
The study has produced three main products. The first is an integral analysis of, and innovative bottom-up approach to, RTD strategies in the field of energy conversion, renewables, and energy efficiency improvement. The main conclusion is that RTD directed at the improvement of energy end-use efficiency seems to be the area where the greatest impact on savings of primary energy can be achieved in a time-frame of two or three decades. A strong RTD effort in this field could form the basis for a reduction in energy consumption of about one-fifth of the present demand by the year 2020. The second product developed in this project is an extensive database on countries' RTD programmes. The third product is a comparative study assessing whether actual RTD programmes in the EU are consistent with stated RTD priorities.
The project will be broken down into four phases:
1. The formulation of energy R&D&d objectives (by comparison with programmes of EC Member States and industrialised countries).

2. Investigation of the energy R&D&D options which can achieve the energy policy objectives
Different kinds of energy efficiency improvement options will be distinguished:
- more efficient primary energy extraction and conversion;
- more efficient transmission and distribution of grid-based energies; - more efficient end-use of energy in existing installations through improved operation and maintenance;
- more efficient end-use of energy in new installations.

3. Database on energy R&D&D programmes
(collection of data in EC Member States and EC).

4. Strategy updating for R&D1D in the EC (with the information gathered in points 1,2 and 3).
