Obiettivo
In this study, information on specific energy conservation related technologies (refrigeration, lighting, energy options when modernising old buildings, combined heat processing, variable speed motors, multistage air impulse drying) will be synthesized into a profile of policy instruments. The result will be an integrated review of the options available to policy makers when choosing instruments to effect improvement in energy conservation performance.
The study will deliver a report providing policy makers and those responsible for policy implementation at European Community, national and subnational levels, with firm guidelines as to the benefits and costs of using different policy instruments, applied in different situations and to different technologies.
The great benefit of the study's methodological approach was that it investigated real, as opposed to hypothetical, experiences. The study can therefore provide insights for policy-makers and lessons for the future. Another benefit is that it was possible to add to the modelling, or into the studies (like the CRASH Programme) additional information about transaction costs. The weakness of this approach, though, was that policy is always initiated and implemented during a period when other factors change. Consequently, one of those factors is performance: energy prices, the implementation of other policy instruments, expectations about the future, the competence of the implementation process, rising or falling energy disposable income, are examples of such factors.
Based on the information derived from the literature and the structured responses from the questioning process, a working example, relating to each technology being studied, will be prepared, identifying the costs and benefits which will result from the application to this technology of specific energy conservations policy instruments. Such instruments will include:
- price and related monetary incentive mechanisms;
- regulation and standards;
- information, motivation, consultation and advanced training; - investment in energy conservation;
- institutional development;
- research, development, demonstration.
