Flexible and Advanced Satellite System for High-Quality TV, with Interconnection to IBC

Obiettivo

The main objective of FLASH-TV is to provide broadcasters, news agencies and telecom operators with a flexible, cost-effective and advanced means of setting up and operating high-quality digital video transmissions in the range 34-70 Mbit/s. A typical application is HDTV Outside Broadcast.
The main objective of the research was to provide broadcasters, news agencies and telecom operators with a flexible, cost effective and advanced means of setting up and operating high quality digital video transmissions in the range of 34 to 70 megabits per second.

Key issues in the research were:
a highly transportable and easily reconfigurable satellite transmission system;
video coding allowing tradeoffs between video quality and continuity of service;
flexibility in networking;
advanced quality of service concept and enhanced monitoring and control features;
compatibility of satellite transmission with other elements of integrated broadband communications (IBC).

The research has resulted in the following:
the selection, optimization and specification of a video compression algorithm for near contribution to (HDTV) applications (eg outside broadcast) at low bit rates (from 1.12 down to 0.5 bits per pixel);
the specification of a modem/coder decoder (codec) interface based on the concept of video container and definition of the plesiochronous digital hierarchy (PDH) network adapter based on 2 interfaces;
the design, optimization and specification of a satellite transmission subsystem capable of supporting 4 user bit rates namely 69.0 55.2 46.0 and 34.5 megabits per second;
public demonstrations, including point to multipoint configurations;
contributions to standardization.

Following extensive system integration tests, FLASH-TV has been successfully demonstrated on 2 occasions.

The project is promoting the practical introduction of mobile contribution links for high quality television thus contributing to the development of HDTV services in Europe. The project will also improve the overall efficiency of satellite links and its connectivity to the terrestrial IBC, for general purpose applications. A number of FLASH-TV partners are extending their cooperation, with other HDTV market players, to demonstrate the viability of this concept through a continuing series of pilot demonstrations.
Technical Approach

The FLASH TV video codec is a derivative of the Project R1018 HIVITS codec with improvements in both performance and functionality: It offers improved quality, especially at low bit rates (34-45 Mbit/s), and provides a new Mux/Demux and a new interface to cater for flexible bit rate operation.

The FLASH TV satellite modem, uses powerful FECs to provide Quasi-Error-Free (QEF) performance, automatic bit rate switching and advanced on-line link quality monitoring.

Expected Impact

The project is promoting the practical introduction of mobile contribution links for high-quality television thus contributing to the development of HDTV services in Europe. The project will also improve the overall efficiency of satellite links and its connectivity to the terrestrial IBC, for general purpose applications. A number of FLASH TV partners are extending their co-operation, with other HDTV market players, to demonstrate the viability of this concept through a continuing series of pilot demonstrations in 1995.
