Capabilities of advanced traffic management tools

Obiettivo

Prima will assess the acceptance of road pricing schemes, it will evaluate different scheme designs in terms of both technical feasibility and acceptability and, third, PRIMA will develop guidelines for removing barriers to implementation.

Public choice theory, utility theory and the theory of networks are examples of different theoretical concepts that try to explain the phenonemon of public acceptance. In applying them to new practical evidence gained in the below mentioned schemes PRIMA will undertake to better understand and predict public acceptance of road pricing schemes, which in turn is the main prerequisite for their successful and more widespread use.

The findings will be discussed at assessment workshops and a conference, and will be presented in the form of a strategic implementation guideline. The purpose of the guideline is
- to provide practical advice on how to guide the process of implementation
- to show in a process-oriented way how to gain acceptance
- to take account of requirements for interoperable urban-interurban interfaces
- consider legal and organisational barriers at different institutional levels (city, region, national, EU).

PRIMA follows up on the EU Commission's 'Green Paper on Fair and Efficient Pricing in Transport' and the ' White Paper on Fair Charging for infrastructure Use'. It builds on predecessor projects carried out under the Transport RTC Programme such as EUROTOLL, PETS, QUITS, TRENEN II/STRAN. Its results will feed into the CAPRI concerted action, and in this way links will be estabilished with the PATS project which runs in parallel. Projects of the TAP Programme related to road pricing will be taken into account, e.g. VASCO, ADEPT II, MOVE-IT, HANNIBAL, VERA, ENTERPRICE, A1, ADVICE and INITIATIVE.
