Establishment Of Traceability Of Electrolytic Conductivity

Summary

Electrolytic conductivity is a measure of the transport of ions dissolved in a liquid and is an important and widely used parameter for process control and quality assurance. For purified water, as used in production of pharmaceuticals and industrial processes, conductivity measurements are taking over from the myriad of tests for different chemical species done when monitoring water quality, while for clean water, e.g. drinking water etc., conductivity is one among many tests used, but an important overall quality parameter. Conductivity measurements are also used for monitoring waste water and other "dirty" liquids.

An increasing number of industries in such diverse field as steam generation (e.g. power plants), environmental monitoring, production of pharmaceuticals, medico-instrumentation, electronics testing, and semiconductor manufacturing are in need of traceable conductivity measurements for quality assurance purposes and for compliance with export regulations. For example, the American Food and Drug Administration now requires documented traceable conductivity measurements as basis for certain pharmaceutical products to allow import to the United States.

However, inquires to European calibration laboratories and national metrology institutions for traceable calibrations of electrolytic conductivity show, that no facilities exists that can provide traceability for electrolytic conductivity within the European Community. Only the American standards institute, NIST, is a recognised supplier of traceable standards. Furthermore, for low conductivities as appropriate for pure water, there exists no standards at all. Only through extreme extrapolation of existing standards, can calibration be performed, with significant loss of accuracy.

The objectives of the project are to esolve the problems described above, namely (1) the unavailability of traceable standards within Europe, and (2) nonexistence of standards for low conductivity values, specifically for calibration of instrumentation measuring on pure water.

These shortcomings are proposed solved by (1) the establishment of primary standards for electrolytic conductivity, (2) characterisation of secondary standards produced on a large scale and by transferring traceability from the primary standard, further by (3) optimising the transfer of traceability to endusers, and (4) the development of new standards for low conductivity measurements, through development of reference solutions suitable for calibration of meters for ultra-pure water and of geometrically characterised measurement cells.
