I. OBJECTIVES.

Our research is directed at one of the major causes of social exclusion, the loss of employment, in particular through redundancy. Redundancy represents, in fact, a major risk leading to social marginalisation for two main reasons: because, Its first victims are those who can be considered as fragile. Furthermore, in Europe in general redundancy is one of the main causes of loss of employment and it is well known that it leads above all to the phenomenon of
longterm unemployment.

This research will deal with 4 questions:

1) to what extent do prevailing redundancy laws and corporate practices and procedures lead to the risk of exclusion?

2) once a redundancy decision has been taken what responsabilities are incumbent on the firm?

3) what are the mechanisms and measures provided by the State to avoid the process of social marginalisation?

4) what interaction exists between the responsabilities of the firm and the role of the public authorities in this area?

The objective of our study is thus to highlight the similarities and the differences in the selection process leading to redundancy in 4 different EC Members (Germany, Spain, France and Italy) and to assess the effect of the different public or private mechanisms designed to combat the social exclusion of the employees concerned. The ultimate objective is to contribute to the debate on the implementation of current EU Directives on redundancy and possible future modifications.

II- NATURE OF THE WORK

Scope: all forms of redundancy, wether they be collective or individual, with or without a social plan or other such procedures. This work requires a contribution from legal specialists (legal and institutional structures) management specialists (human resources management inside and outside the firm). The network of research workers has been set up bearing in mind this constraint.
The actors involved: first and foremost is the employer. Since the application of the 1975 Directive and its modification in 1992 the employer is required to assume a social responsibility designed to protect victims of collective redundancy, and in particular those who may be socially fragile. Then, the social partners who in different ways from country to country, are concerned in each stage of the redundancy process. Last, the public authorities who, in their different forms, act to prolong the measures taken by the firm and have the particular objective of avoiding or limiting the tendency to social exclusion affecting the workers concerned. Our goal is then to analyse and to assess all the measures, both inside and outside the company designed to avoid the jobless worker sinking into social exclusion.

III- STAGES AND RESULTS

This project will be marked by 3 main stages, the first two of which will take place nationally and involve working meetings between the 4 teams designed to evaluate the progress of the work under way. The third stage will consist of an international symposium.

stage 1 national comparisons: each team will analyse redundancies and the situation of the persons concerned in his particular country and from 4 viewpoints: stastistical, legal rules industrial practices, role of public authorities

stage 2 first hand investigation: the objective of this second stage is to compile the different points of view of the different actors taking part in redundancies, reclassification, exclusion and reinsertion. Semi-directed interviews will be conducted with the main representatives of the State, spokesmen for firms confronted with this problem,leaders of the main Trade Union movements...

stage 3 international comparisons: at the end of the first 2 stages, i.e. in the course of 1999, an international symposium will be organised in order both to compare the results of the studies and investigations in each the 4 countries, and to exchange points of view on different aspects of the study. Members of the different research teams, together with representatives of public authorities, firms Trade Union, will all be invited to attend. This final stage will produce a series of recommendations and propositions designed to limit the affect of redundancy as a factor of social exclusion and to facilitate the reinsertion of tha section of the population which has been placed at risk.
