The main objective of STARTEL is to survey, compare, and classify existing enabling technologies that can be used to build the infrastructure for the development and operating environments in the telematics domain. STARTEL will therefore consider existing enabling technologies that have been emerging in the past years in an un-coordinated and rather chaotic way from many different standardization efforts and from diverse R&D areas. In some cases, these technologies provide alternative and even competing solutions to similar problems, in other cases, it is not clear yet how different features and functionalities can be effectively combined and used. STARTEL will provide a guide to understanding, assessing and combining these technologies.

Technical Approach
STARTEL adopts an inter-disciplinary (or horizontal) approach in which existing technologies from different IT areas are considered and studied. A necessary prerequisite for technology assessment is a careful evaluation of end-user requirements.
As a first step, STARTEL analyzes user needs: the resulting indications are used to identify the critical features of the enabling technologies.
Expected Impacts and Target Audience
The final results of this project will provide the grounds for long-term research and development activities in the telematics initiative of the 4th Framework Programme. It will support developers of telematics applications and integrators of development environments in selecting and combining the more appropriate technology for building and operating their systems.
This will reduce the cost of evaluating and selecting technologies, and will increase the level of interoperability and conformance of the products and components developed within the forthcoming 4th Framework Programme.
Key Results and Deliverables
The final documentation produced by the STARTEL project will provide:
- The description of requirements originating from both developers and end-users of telematics applications. This report will include findings resulting from a workshop and from the analysis of questionnaires addressed to users and developpers of telematics applications.
- A classification of available enabling technologies with respect to different IT areas (e.g. network management and repository technology) and specific users' requirements (e.g. multiple HW platforms and on-line system monitoring).
- The definition of scenarios along which the technologies identified above will be compared and combined to provide the infrastructure for Telematics Engineering. The scenarios will be identified according to the aforementioned requirements and the experiences of the consortium. Relevant existing applications will be considered as case studies to assess and compare the identified scenarios.
The initial dissemination of results will be achieved by means of a presentation - addressing mainly the companies participating to the first call for proposal in the 4th Framework Programme - and a full-day seminar.
