Obiettivo
The virtually total dependence on oil means that the local economy is alarmingly fragile, and exposed to price variations and possible problems in supplies. To remedy this structural weakness, the "Crete Regional Energy Plan" was launched.
The island has considerable energy potential in the area of renewable energy sources, notably wind and solar power. With two major objectives :
- the exploitation of this indigenous potential and the rational use of energy
- the aims of the Plan also include :
* slightly improving the balance between the main sources of energy supplies, notably by means of interconnection of electricity networks and the importation of natural gas.
* taking account of the driving force of energy policy in the context of regional economic development.
* keeping an eye on the impact the energy sector has on the environment.
The implementation of the Crete Energy Plan to the year 2000 will give rise to :
* the creation of two data bases on the region's energy and economy
* the technico-economic proposal of seven specific programmes for action in the area of energy
* a set of supporting measures in the areas of organisation, legislation and financing.
THE SEVEN SECTOR PROGRAMMES
The Plan formulated targets, means to be provided, deadlines to be met and structures to be established to achieve seven action programmes, most of which will probably receive EC support, notably in the context of the VALOREN programme and via the European Regional Development Fund. These projects may be divided into two categories:
* Local renewable energy sources
- wind power : with 15 sites already identified where 30 MW installations could be set up, this source of energy is capable of supplying almost one-tenth of electricity generation.
- solar power : Crete benefits from widespread sunshine, which might cover a good partof its private housing and water heating needs, and also for use in greenhouses where early crops are produced.
- biomass : interesting possibilities exist for the exploitation of waste from crops, or even domestic and industrial waste.
* Rational energy use
The proposals improvements to be made in the construction sector, in industrial plants and in the rural sector.
The approach to planning was carried out in two phases :
* A "diagnostic" phase which involved : the collation of information and analysis of consumption trends; the analysis of the interdependence of the dynamism of the regional economy and that of the energy sector; a quantitative presentation of results in the form of inventories of total energy requirements and flow charts.
* A planning phase which led to : a technico-economic assessment of specific energy development programmes; the elaboration of a model named "REGPLAN-CR (Regional Energy Planning System for Crete), enabling the projection of energy and economic implications for various development scenarios.
The very wide participation of different people in preparing the planning process should be stressed : representatives of local, regional and national authorities, of public bodies, cooperatives and technical experts.
