JOINT URBAN PROJECT IN TRANSPORT ENERGY REDUCTION [PHASE 2]

Obiettivo

JUPITER is a major transport and energy initiative being promoted by cities and industrial partners in seven member states of the European Community. The main aim of JUPITER is to demonstrate the potential for energy reductions and environmental improvements in urban areas by :
- Implementing a range of integrated transportation policies aimed at increasing the use of public transport and reducing the use of private transport
- Introducing new, fuel-efficient public transport vehicles
- Experimenting with the use of alternative fuel technologies.
The cities participating in Jupiter are Aalborg (Denmark), Bilbao (Spain), Florence (Italy), Gent (Belgium), Liverpool (United Kingdom) and Patra (Greece). In each city, a major demonstration project is implemented. All of the projects achieve substantial energy savings in their local area.
The measures have all been implemented. Evaluation of the project impacts is proceeding. A common evaluation methodology is being implemented. This includes a specially developed model (JET) to quantify the energy and emissions impacts of the measures.
The six cities have implemented a variety of improvements to their public transport systems in combination with traffic restriction measures. The projects demonstrate combinations of measures designed encourage the use of public transport and discourage the use of private cars, thereby reducing energy consumption and emissions. The main measures implemented are :
(i) The introduction of new public transport vehicles providing a more user-friendly passenger environment (involving, in most cases, low-floor buses).
(ii) The introduction of state-of-the art passenger information systems.
(iii) The development of new or improved transport interchanges.
(iv) The introduction of bus priority measures combined with restrictions on private car traffic.
(v) The integration of urban traffic management control systems.
In addition to these main activities, each city has implementing other complementary measures. In particular, the cities of Aalborg, Bilbao and Florence have introduced alternative fuels in bus fleets.
The city demonstration projects are substantial in scale and have a high local profile.

A strong project management structure was established to ensure that the work being undertaken by the partners is integrated as far as possible. The evaluation activities are also a key element of JUPITER, and cover :
(i) a thorough assessment of the results of each demonstration project
(ii) an extrapolation of the results, where relevant, from the demonstration corridor to the whole city
(iii) a comparative European assessment, to consider the influence of city size, structure and location on energy and environmental impacts. (Cities in JUPITER are widely spread and represent a range of European city types. The c
