Behaviour and ATT

Ziel

The prime objective of BATT is to evaluate, within the framework of, and in conjunction with the ATT Programme, the changes in Travel Behaviour resulting from the introduction of ATT, measured mainly on the basis of real world user responses during the Pilot Projects.

Technical Approach

The Technical Approach is based on a comprehensive conceptual framework where parameters of user responses are classified into four main topics of interest to BATT, namely User Behaviour, User Segmentation, User Awareness and Market Diffusion. This framework, called the Nested Approach, will guide the methodology of the project and constitutes the basis for monitoring real world information from BATT surveys and other relevant ATT projects, which will be used for the evaluation of Behavioural Change.

BATT surveys are of two types, "Before / After" comparisons and Longitudinal Surveys of Travel Behaviour. They wil take place in selected sites across Europe (urban and interurban). Further developments of relevant material used in the past will also be made within the perspective of the Nested Approach. Surveys are made in cooperation with the Pilot Projects concerned and, consequently, a main task is to identify the requirements set thereby in order to fit the respective settings, additionally to the theoretical and practical aspects of Behavioural Change Assessment.

The main BATT methodological instruments include: Revealed and Stated Preference techniques; various forms of Attitude Analysis; simulation tools; use of evolutionary approaches; multicriteria analytic techniques etc., interconnected by the appropriate theoretical considerations. These instruments are not only meant to evaluate Behavioural Change per se, but will also be used to analyse short- and longer- term behavioural impact at both the urban and interurban levels, as well as longitudinal behaviour and impact stimulated by the introduction of ATT.

Expected Achievements

BATT will produce a comprehensive database containing all information relative to User Response, which will be structured according to the main clusters of the Nested Approach and filled by means of the BATT Monitoring Mechanism. The above information will be classified according to the changes in user behaviour and awareness induced by the ATT Areas of Major Operational Interest which are tested throughout the relevant Pilot Projects, as well as indications on ATT Diffusion. The above classification will be further disaggregated by user segmentation parameters.

Apart from the use of that information in the evaluation of the specific Pilot Projects, where BATT will provide the appropriate input, the whole database will serve as input to the comprehensive Evaluation of Behavioural Change, which is based on multicriteria methods. Appropriate transferability tests will allow for producing findings and recommendations useful to the overall ATT Programme.

Expected Impact

The assesment of impact on users' behaviour to be delivered by BATT is essential to the elaboration of ATT implementation strategies by relevant decision makers (local and national authorities, operators, industry, market forces), as well as to the improvement of ATT system design, based on the requirements of the various user groups identified during the BATT surveys.
