Ziel
To install pilot trials of, and produce specifications for a full system European Road Transport Informatics system to communicate information relating to the transport of dangerous/hazardous goods to the administrations/emergency services centres responsible for the roads used by the vehicle concerned.
The information and communications system will be based as far as is possible on standardised information transfer procedures, protocols, data elements, message design rules and similar features to ensure an open interface environment enabling the addition of further system users in the future. A scalable distributed information gathering, storage and dissemination system together with its communication infrastructure will be developed. The hardware and software will conform to the requirements for open systems distributed communication architectures.
To ensure wide acceptance and application of the full system, commercial and administrative users of the system are contributing to the design specification. Information on the system design and field trial results will be disseminated via publications and seminars.
Technical Approach
There are three main elements in the FRAME communication infra-structure system:
1) the information store containing the required details of vehicles, cargoes and routes, movement timetable and current position;
2) a system for locating vehicles and load-carrying units; and
3) the communications required to convey the vehicle location, the vehicle identity and vehicle goods data to the information storage centre and the total information to the administrative/emergency centres. The design will be for an integrated communications and information system for use by organisations connected to it.
Short term: the FRAME project will develop and demonstrate a distributed freight management communication infra-structure which will:
enable the users to receive information about the location of the goods carried by a unit;
send signals to the users concerning unauthorised vehicle movements data;
raise an alarm at the administrative/emergency centre when the vehicle does not follow a predicted movement pattern.
It will also assist in the internal and external evaluation of the costs and benefits of such a system and the assessment techniques and criteria to be used.
Message structures: these will conform to the United Nations standards for messages identifying dangerous and hazardous goods.
Telex, facsimile, PSS (Public Switching Services) and EDI connections for clients will be included in the full system specification. The communications links specified will be those appropriate to the regions of Europe concerned. Options will be shown where possible.

Allows rapid deployment of the appropriate resources in the event of the goods being involved in an incident. This will minimise the impact of the incident on the environment and may save lives and reduce injuries.

To provide a massive reduction in the risk to the safety of population in general and environment posed by the passage of dangerous goods.
To assist in providing an essential element for legislation directed towards reducing the risk associated with the transport of dangerous/hazardous goods.
To contribute to the relevant standards forming bodies.
Relationship with other Projects and Actions: the FRAME Project will interact closely with projects with similar objectives such as ARTIS and CITRA. It will make such adjustments to its main system design as are necessary to fit into the overall freight management information management system structures emerging from COMBICOM, IFMS, METAFORA.
