Applications of ATT in Southampton, Cologne and Piraeus

Obiettivo

In SCOPE several RTI systems from 4 application (vertical) areas will be integrated, implemented, tested and assessed in three cities : Southampton(UK), Cologne(D), Piraeus(GR)

integrated urban traffic management,
travel and traffic information,
strategic information systems,
public transport.

A 5th additional application area of Freight and Fleet management will be attempted to be carried out with local financing outside the resources of the Project.

The emphasis is on improving information infrastructure by providing accurate and timely traffic information on all modes of transport to (a) enable travellers to make informed choices about their trips and (b) support planners and decision makers through advanced planning and controlling tools. The aim of travel and traffic information systems is to increase the efficiency of the network by a higher share of public transport in the modal split pattern.

Strategic information systems are the basis on which the other applications are integrated in order to collect and process information for day-to-day and long term management planning and controlling tasks.

The partners believe that the collection and use of this information will produce a breakthrough in modal shift, and crucially on the way the general public makes its choices in using transport systems. It is expected that this will bring substantial economic and environmental benefits to Europe as a whole.

Technical Approach

The technical approach concentrates on the 4 common (vertical) operational application areas and additional (horizontal) common tasks.

Each of the three cities will develop various tasks in all 4 operational application areas,but with a different emphasis on importance and priorities for each city.

Thus, in the Southampton project (ROMANSE) the emphasis is on providing improved information systems that will enable travellers to make informed choices about route and mode. In the Cologne project (VICTORIA) the emphasis is on developing a strategic information system that can be integrated with transportation planning and control functions. In the Piraeus project (PORTS) the emphasis is on managing traffic driving through the city to and from the port area, in relation to the operation of the port terminal.

ROMANSE builds upon the regional Government's adopted transport policies for the period to 2001, and on existing proposals to develop the road and transportation facilities and infrastructure in the area.

VICTORIA is based upon the city's "General Traffic Concept" and the "Programme Traffic Technology Cologne", addressing both individual traffic and public transport, adopted in July 1991.

PORTS builds upon the City of Piraeus' commitment to promote integrated traffic management in its area.

Key Issues

The (horizontal) common tasks are the key issues in SCOPE by integrating the crucial technical components within and between city applications and by being the basis for reporting :

Urban Traffic Control and Real Time Data Collection
Parking Management
Data Management and Interfaces
Public Transport and Traveller Information
High Occupancy Vehicle Operation
Enforcement Issues with ATT means
Field trial and Assessment Co-ordination

Expected Impact

Field trials in Southampton, Cologne and Piraeus will demonstrate the high degree of integration achievable. Detailed assessments will indicate the user, behavioural, environmental, and economic benefits of the various system and lead to further commercial developments on a large scale.

Major contributions on the implementation of integrated road transport environments are to be expected for the areas strategies, data models, system architecture, field trial methodology and assessment. These will form the basis for an exchange of technologies and concepts, the definition of common functional specifications and guide-lines on a European scale.

Contribution to Standardisation

Contribution to Standardisation will be achieved by participation in the topic groups and adopting the subsequent Common Functional Specifications and Communications Protocols, particularly on the area of data handling within an IRTE (both for online and offline systems). Special contributions will arise from the application of standardised tools in field trials under real world conditions.
