Cooperation for Integrated Traffic management and Information Exchange Systems

Ziel

The objectives of the project are to solve the many traffic problems encountered in and around three important European cities by a close collaboration and the use of new ATT- technologies as developed in the frame of the DRIVE programmme. These new technologies will be in the fields of:

in-car information systems (CARMINAT, INF-FLUX, SOCRATES)
para-transit systems,
traffic control (PRODYN, VMS strategies)
multi-modal info-multimedia broadcasting,
databases

Technical Approach

Three cities of various sizes (from a very large to a medium size) in three different countries, with road and transport network of various nature and operating characteristics, are getting together to study, develop and evaluate advanced systems dealing with distribution and broadcasting of transport-related information road guidance traffic control and demand management. They also intend to assess the impact of these systems on urban and periurban travel.

The three cities are Paris and its surrounding area, the whole entity being known as the "Ile de France", the "Region de Bruxelles-Capitale" and Gothenburg.

As the partners of CITIES are major public authorities of the three countries involved, they are, in fact, the owners and operators of the urban and periurban sites to be used in the project's pilots. Therefore, they are able to offer the European Community the opportunity to use their full scale network, in real conditions and with all the already existing traffic infrastructure, to realize Pilot projects.

The CITIES project consists of large-size, pre-industrial experiments of driver information, route guidance and traffic control systems. Regarding multi-modal information and car- pooling systems, theoretical research and equipment development still has to be conducted.

As far as in-car driver information and route guidance are concerned, the large-size experiments will be based on the CARMINAT and INF-FLUX concepts in the Paris area and on the SOCRATES concept in the Gothenburg area.

Regarding traffic control, the large-size experiments will be based on the SIRIUS system in Paris and on the PRODYN system in Brussels.

In Paris, a first part of the project will consist of a large size experimentation of the CARMINAT system, including the following items : setting-up of an integrated road transport information system, production of on-board geographical data bases, fitting of CARMINAT on-board devices on a fleet of vehicles, analysis and assessment of the experiment.

Another contribution to CITIES consists of a feasibility study of a multi-modal information system. It will be based on works already completed within the framework of DRIVE I, particularly on those projects which included an inventory of past experience: V1019 CASSIOPE, V1045 PARCMAN and V1025 EURONETT.

A feasibility study of a "multi-service" or "collective" taxi service (i.e. a system where a taxicab carries several unrelated customers) will be performed. This study will be partially based on the work carried out within DRIVE I (V1007 SOCRATES and V1009 vehicle location systems using satellites).

Another component of the CITIES project to be conducted in France consists of a car-pooling system experiment based on V1024 results.

In Gothenburg, the project will consist in further developments of SOCRATES, a dynamic route guidance and traffic information system using a cellular radio communications infrastructure. More precisely, the Gothenburg part of the project will concentrate on the following: capitalising on the efforts already put into the current test site, identifying the RTI services which are required and how they can be supported by the SOCRATES concept, the use of an MDTRS (Mobile Digital Trunked Radio System) communications infrastructure;

investigation of dynamic traffic management and traffic control strategies;
specification of a platform for a viable commercial Traffic Information Centre;
.integration of the Traffic Information Centre with other available traffic information sources;
an extended field trial test using approximately 30 vehicles;
close cooperation with the SOCRATES KERNEL project

In Brussels, the project will include a first step consisting of analysing a comprehensive real time urban traffic data base, putting together and complementing the existing data bases.

It will be possible to compare testing of PRODYN at a large scale and a fixed time traffic plan system on around 30 intersections.

This project includes the development of the PRODYN algorithm toward : control of the speed of the cars, public transport right-of-way, congestion preservation. Those new functionalities will then be implemented in the test site and their effectiveness will be assessed.

Several tasks to be performed by two French Partners, SIER and Ville de Paris aim at:

.the definition of in-car information supply strategies. It will mainly consist of an inventory and analysis of existing and future data managed by local authorities and of constraints that could hinder a common use.
.the definition of unified formats, structures, protocols and rules of capacity allocation for information related to traffic events and status.
.an economic evaluation of in-board information devices. Local and display systems will be compared from the points of view of messages understanding, users reaction and safety.
the study of common RDS coding

The four groups of tasks performed by the two French Partners, as described above, will allow an harmonisation of the two route guidance projects in norder to have compatible in-car receivers.

Expected Impact

By allowing three main European cities to collaborate in pilot projects fully supported by public authorities, and by bringing new ATT techniques from the laboratory to the field, the CITIES project contributes significantly to the Community's objectives.

The Pilot Projects consisting of further developments and integration of various techniques in the field, constitute a fundamental milestone on the way towards the IRTE.

Contribution to Standardisation

CITIES will contribute to the standardisation of:

real time traffic data base structure,
real time traffic data base interconnection,
RDS coding (INF-FLUX and CARMINAT ),
in-car equipment (INF-FLUX, CARMINAT, SOCRATES assessment),
mobile communication (SOCRATES)
