Monitoring intermodal transport of hazardous goods

Obiettivo

The MITHOS proposal aims at giving a full answer to the Topic 5a: "Monitoring inter modal movement of hazardous goods, including the consideration of risk" of the Call for Proposals of the ATT programme extension.

The objective of this project is to develop the specifications and propose the most suitable architecture for an information system for the monitoring of hazardous goods shipments in an inter modal transport environment. This system should provide services to all parties involved in the transport process, control and administrative aspects. The work to be developed will be based on already active projects, which under the 3rd Framework Programme and other European initiatives have been launched with the objective of developing telematic systems for the monitoring of hazardous shipments, in land and maritime transport, complementing their work in those areas and aspects which have not been covered.

TECHNICAL APPROACH

The project will develop, as an introductory step, a Definition of the Problem and study of the Frame of Reference related to the inter modal transport of hazardous goods. The work already covered by some Framework Projects will be evaluated and completed by surveying (a) The Market Situation: Producers, Consumers, Transporters (maritime, road, rail and inter modal sectors). (b) The existing Scenarios, Legislation, Administration Bodies involved, Users requirements and their attitudes (Transporters, Insurance companies, and other Administration bodies), Standardization etc. The envisaged future situation in view of the EEC interest in promoting inter modal transport will also be evaluated.
A special work package will be dedicated to the evaluation of risk in this type of transport, developing a dedicated model with the objective of analyzing risk and minimizing loss prevention. Specialists in this field have been incorporated into the consortium with that goal. The objective is to develop and evaluate a Risk Analysis model with a methodology similar to that already in use in chemical and nuclear engineering disciplines which have developed proven tools for Hazard Analysis, Loss Prevention and Operability Studies.
The technological aspects and know how as well as that relevant organizational approach contributed by the Telematics Programme projects (in general, and specially those represented by the project partners: CITRA, PORTICO, INCA, ARTIS, METAFORA and others) will be analyzed more in depth with a close view of the commonalties and differences in approaches. This will include:
- organizational aspects such as legal issues, procedures, applicable standards, identification of the users groups and their role in the projects;
- technological aspects such as systems, databases, communication networks, message, alarm structures, and information security;
- the demands identified by the users and the functionalities and applications developed;
- on going results from each of the field trials.

The project will conclude with the evaluation, selection and design integration of those applications and functionalities identified as main demands, as elements of Hazardous Goods Inter modal Transport Monitoring/information (HGITM) system, which functional specification and architecture design will be proposed.

A special emphasis will be dedicated to the maritime link in all its inter modal varieties: Trailers, Containers, Roll-ons, Makeefees, etc.

The assessment of the system effectiveness in terms of risk reduction will be implemented taking into account the evaluation of the potential benefits due to the prevention of hazardous materials accidents, those due to the reduction of emergency response time, and the cost savings evaluated in terms of loss prevention. It will conclude with a multi criteria evaluation of the system.
Conclusions and recommendations will follow with the proposal of a Pilot Design and the Definition document for addressing key issues and planning aspects for a large demonstration project which would confirm the technical feasibility of the system developed and its acceptance by the users.
