Obiettivo
The project aim is to elaborate a Regional Plan for Renewable Energy until the year 2000-2010.
The Regional Plan wil be as follows :
-an analysis of local situation and condition for the development of the main categories of renewable energy
-a study of energy demand by area and consumers sectors which could identify a potential of equipment by the mean of renewable energy
-an analysis of available local resources
-the drafting of references scenarii with quantified objectives
-an economic evaluation of the means to develop in order to reach the objectives.
The scenarii will be built in the prospective of giving tools to take decision.
the project will also include an aspect of information and communication through the organization of a meeting for the presentation of the results.
The project will include different parts :
Part 1 : Present situation
This part will be completed by the inventory of the situation. It will be done by local investigation and by analysis of the available documents in Ademe, the Region and others partners.
Part 2 : Analysis of demand
This part will be realized through an historical analysis of the energy demand and its components and their evolution by consumers sectors.
The potential of equipment by the mean of renewable will be assessed.
Part 3 : Inventory by categories of renewable
The inventories will be made for :
-photovoltaics solar energy
-small hydro power
-wind energy
-wood and biomass
This third part will be the preliminary for the feasibility studies. Specialized offices called upon afterwards will be given the responsability of choosing the ways and means to do this part of the study.
Part 4 : References scenarii and evaluation of necessary means
This stage which will be the consequence of the merging of parts 2 and 3 will have two complementary aspects :
-comparison and possible substitution among different energy sources
-analysis of the economic and legal framework for energy in the region.
Part 5 : Planning and Programming
This stage will lead to the production of two main documents
-a document gathering sectorial programms for the development of renewables with particular cards including objectives,means,cost...
-the regional plan for renewable energy which will determine at a regional level institutionnal means and ways to promote this type of energy.
Part - : Information on the plan
This part will propose way and mean to organise a communication plan oriented on the results of the 5 first parts.
