DECADE 2 aims to undertake the research and modelling needed to support and inform the new EU SAVE policies. The four main objectives for DECADE 2 are:
1. To develop our awareness of the energy modelling methodologies used in Europe by consolidating the links made with other European energy modelling groups. The primary focus will be to understand which models and approaches will perform best under which circumstances;
2. To extend and test the behavioural module by utilising experience gained on the effect of SAVE directives. At the moment the module is based mainly on experience from outside and expert opinion;
3. To extend validation of the DECADE model by using more detailed data for a small region, probably through matching fuel bills from a Regional Electricity Company;
4. To investigate the opportunities to transform the market for efficient household appliances through policies targeted at retailer or manufacturer chains and develop at least one pilot project.
The DECADE project is successfully developing the ability to assess the impact of SAVE policies in relation to energy use on energy use in domestic appliances. The main initiatives considered have been energy labels and minimum standards, in conjunction with Group for Efficient Appliances (GEA). The SAVE programme is extending the appliance groups studied and considering new policies. DECADE 2 develops the DECADE project to cover these wider policy objectives.
DSM requires not only a detailed understanding of general appliance consumption, but also the ability to identify appropriate target groups of the population. This additional data will come partly from collaboration with a regional electricity company and analysis of disaggregated household bills. Further data will come from the Electricity Association's SAVE bid to study lighting and the LIFE funding of surveys of middle- and high-income households by Lothian and Edinburgh Environmental Partnership. We have an agreement to continue working with both these groups in these new areas.
To support DSM, the predictive capacity of the DECADE models will be enhanced by further development of the behavioural module and an in-depth survey of the motivations of individual households, to consider their values, attitudes and actions. The module will utilize feedback about the effectiveness of present initiatives, some of which we are obtaining in conjunction with the UK DoE, and the Scottish Hydro SAVE application, if successful.
Procurement policies and rebate programmes are part of the longer-term discussions of the SAVE programme, as well as individual country agencies, such as the UK's Energy Saving Trust. The benefits and impact of procurement have to be based on an understanding of the retail and manufacturer chains involved to establish the best way to transform the market for more energy efficient products. The DECADE team have already analysed the UK corporate structure of appliance manufacturers and opened discussions with a retail chain about the marketing benefits of selling more efficient brown goods. The DECADE 2 bid is to expand this research and obtain a sound understanding of the potential for procurement programmes, both in the UK and in Europe, based on discussions with manufacturers, retailers and trade associations.
DECADE 2 will continue to work with our European colleagues involved in modelling domestic energy demand and build on the Oxford conference, held in October 1994. This network of analysts from nine EU countries extends our collaboration with the GEA on appliance groups. The objective of this work is to develop coherence between models so that the assessment of Commission proposals can be dealt with on a compatible basis in each member state.
