The primary purpose of the project is to promote energy efficiency and reduce CO2 emissions in the building sector through providing the clients of the building sector with the means of identifying energy efficient buildings and thus by emphasising the energy related qualities of construction in decision making in the building market.
The operative objectives of the project are
1) to develop and implement an energy certification scheme applicable on Finnish residential and office buildings and
2) to demonstrate the application of the scheme on a considerable number of typical Finnish residential and office buildings.
PROGRESS IN THE WORK PROGRAMME AS OF 30.10.1996
1. Preliminary study
A survey has been carried out on the implementation of energy certification in other countries, both for EU-countries bound by the SAVE Directive and in non-EU-countries. The study is has been preliminarily reported (in Finnish), but due to new information on some key countries the report will be updated by the end of 1996. The aim of the study is primarily to provide background material for the support group.
2. Establishment of a follow-up and support group
An analysis has been carried out on the existing energy related building assessment methods in Finland. The analysis aimed primarily at identifying the input data available from the existing methods as a starting point for energy certification.This information will be used in Task 5 ("Definition and development of the scheme") for defining the energy certificate as one of the reporting/output mechanisms of the existing schemes.
3. Building stock analysis
The aim of the statistical analysis of energy consumption in the building stock is to provide reference information for the actual consumption of individual buildings. The work has started and the primary sources of data have been identified. First data gathering exercises have been completed and data processing phase is underway. As an outcome of the exercise the distribution of specific heating energy consumption of blocks of flats and office buildings will be presented.
The analysis will be based on two primary sources of information: the consumption monitoring database of the Finnish Real Estate Federation (covering approximately 2 500 blocks of flats and several hundred office buildings) and the public sector office buildings connected to the KULU monitoring service ran by VTT.
A theoretical set of reference consumption values to serve as benchmarks in the certification procedure will be established by computational analysis. Historical data on structural and systems parameters influencing the heating energy consumption of buildings of different age have been collected, based on previous building regulations, guidelines and construction practices. Building archetypes will be defined representing typical blocks of flats and office buildings in selected age categories. Reference values will subsequently be computed according to the collected information. The work is underway and will be finalised during the course of 1996.
5. Definition and development of the scheme
This work phase includes decisions and developments concerning the final certification approach to be adopted, definition of the information content of the certificate, actual development of the certification scheme including tools selection and development etc., taking into account compatibility requirements with existing national energy audit initiatives. Demonstration versions of the necessary tools and documentation of the scheme are developed.
6. Practical and administrative implementation
A procedure for the implementation of the scheme and for carrying out individual energy certifications is defined and documented. A network of interested parties (consultants carrying out energy certification, authorities supervising the scheme, funding agents, ...) is established for the practical operation of the scheme. Also a proposal is made of possible administrative and regulatory measures that could/should be undertaken in order to achieve large scale application of the scheme.
7. Demonstration of the scheme
A pilot demonstration project on energy certification has been carried out in conjunction with the Ylojarvi housing fair. A survey among the visitors of the fair has been conducted in order to gather consumer opinions and priorities concerning energy certification.
