Productivity performance and potential of the NIS

Obiettivo

This research programme focuses on the measurement and explanation of productivity in the economy of the NIS. The research is of a comparative nature. The productivity performance of the Former Soviet Union is compared with that of the United States and Germany. As productivity studies require a long-term perspective, the research will cover most of the period during which the NIS was under communist rule up to the present period of transition. The programme aims not only to measure and explain productivity at an aggregate level for the economy as a whole, but concentrates also on the comparative performance of individual sectors and of separate states within the territory of the NIS .

The work programme will be divided as follows: the first phase will consist in a comparison of output and productivity performance of the Soviet economy with the United States and the Federal Republic of Germany in 1987; the second phase is the analysis of growth of output and employment in the NIS for the 20th century. Finally, the explanation of performance and potential will be carried out.

This research has important implications for our view of the constraints on economic performance of the NIS, on the realisation of the catch-up potential for its successor states, and on the effectiveness of macro- and micro-economic policies in relation to the transition process.

A closing conference will give an opportunity to decide on the follow-up. Joint scientific papers will be edited for publication.
