Maximising the benefits of Galileo for aviation
The European Commission's Energy and Transport DG is inviting tenders for a study on a roadmap for the introduction of satellite navigation in European air traffic management (ATM). The high level group report on the single European sky emphasised the need to agree a strategic management programme for the introduction of new technology with all stakeholders. The present study is focusing on the navigation component of such a strategic management programme. Satellite navigation as one of the major components of the ICAO CNS/ATM concept. Galileo is expected to facilitate the use of satellite navigation by the aviation sector, since it is designed to be a civilian owned constellation of navigation satellites offering service guarantees, independent from, but fully interoperable with GPS. The study aims at exploring the technical, financial and institutional issues that are key to allowing aviation to take the maximum benefit of Galileo and defining the precise measures that need to be taken to that effect. It includes, but is not limited to, a cost/benefit analysis for the aviation case. The final goal is to prepare a high level European strategy for the implementation of satellite navigation for ATM that can be widely supported by all stakeholders.
