Establishing joint implementation programmes with candidate countries
The European Commission's Environment DG has given prior information of a call for tenders for a study on the establishment of national joint implementation (JI) programmes in candidate countries. The study will involve: - undertaking a feasibility study leading to the identification of specific capacity building needs of those candidate countries that are listed in Annex B of the Kyoto Protocol for the implementation of Joint Implementation under Article 6 of the Kyoto Protocol. The study shall include recommendations for future proposals on financing. Particular attention should be paid to enhance cooperation as regards to training, exchange of information, the definition of rules and modalities, and networking among relevant organisations in candidate countries on JI implementation. - On the basis of the outcome of the case studies referred to above, recommending simple and efficient modalities and procedures for an early and practical implementation of Joint Implementation under the Kyoto Protocol by candidate countries. The recommendations shall ensure compatibility with any decision adopted by UNFCCC Parties with regard to the implementation of Article 6 of the Kyoto Protocol. The recommendations shall aim at facilitating the establishment of national programmes for JI in the candidate countries concerned by the study. The study shall take into consideration the fact that the candidate countries are committed to approximate their legislation with the 'acquis communautaire' as a key condition for membership to the EU.
