Following its opinion on 15 June 1994 on the Community initiatives, the European Commission has now published a guide to the Community initiatives financed by the Structural Funds for 1994-1999.

The guide contains:

- An introduction to Community initiatives;
- An outline of each initiative, presenting its content, aim, eligible areas and measures, amount of financing and implementation measures;
- The complete text of the Commission's opinion concerning each initiative.

The initiatives are divided into seven priority themes:

- Cooperation and transborder, transnational and interregional networks;
- Rural development;
- Outlying regions;
- Employment and the development of human resources;
- Management of industrial change;
- Urban areas in crisis;
- Restructuring of the fisheries industry.

Within these themes 13 initiatives were adopted by the Commission, as follows:

- INTERREG II/REGEN;
- LEADER II;
- REGIS II;
- NOW, HORIZON, YOUTHSTART;
- ADAPT;
- RECHAR II;
- RESIDER II;
- KONVER;
- RETEX;
- Textiles-Clothing Portugal;
- SMEs;
- URBAN;
- PESCA.
