Council Decision 91/598/EEC of 18 November 1991 concerning the conclusion of the Convention on the International Commission for the protection of the Elbe approves the Convention on behalf of the European Community. The text of the Convention is annexed to the Decision. It is to be signed by the Governments of the Federal Republic of Germany and of the Czech and Slovak Federal Republic and the EEC, and aims to prevent further pollution of the Elbe and to improve its current state, also thereby making a sustained contribution to the reduction of pollution in the North Sea arising from the Elbe, and increasing the cooperation that already exists between the contracting parties. A range of measures to be undertaken by the Commission relate to water quality, ecology, pollution, surveys and evaluation, measurement standards, and include the promotion of cooperation on scientific research projects and the exchange of information, especially information on the state of technology.
