Evaluation of European Home and Leisure Accident Surveillance System
The European Commission, DG XXIV, has launched an open call to tender relating to the evaluation of the Community's European Home and Leisure Accident Surveillance System (EHLASS). EHLASS was established to organize and coordinate activities at national level, and to introduce relevant information into a wider appreciative context at Community level. The Commission intends to study the operation of the system in order to establish its viability, leading to a decision regarding the possible continuation of the system. This will include an on-site evaluation of the national administrations. As apparent weaknesses come to the fore, the study will also consider the possibility of improving the system, against a background of experience acquired over ten years of operation and earlier proposals put forward and discussed. The contract will involve: - Examination of the on-site operation of national administrative units; - Analysis of the value of the results; - Analysis of their utility; - Identification of the strengths and weaknesses of the system; - Production of a study which will support arguments in favour or against the decision to continue the operation, or proposes any necessary modifications to be carried out. The interim report (containing provisional results and an evaluation of the works carried out) must be completed within three months. The final report, containing the results of the study, must be presented within five months.
