Inventory of European environmental targets
The European Environment Agency has published a call for tender for the completion of a study aimed at producing an inventory of current European environmental policy targets and scientifically-based sustainability goals. The results of the study are intended to contribute to the preparation of the agency's next two "state-of-the-environment" reports to be published in 1998. In addition, the results will also help support the European Commission in the preparation of its next Environmental Action Programme. The inventory of European environmental targets and sustainability goals should be structured around the DPSIR framework (driving forces, pressures, states, impacts and responses) used by the agency for reporting purposes. The inventory should contain the following information: - International policy targets; - National policy targets; - Sustainability goals. Apart from making an inventory of sustainability goals, an assessment of these is also required. The review of the identified sustainability goals should focus on the assessment of the following issues: - Scientific uncertainty; - Risk magnitude of the environmental problem taking into account regional differences in the sensitivity of the environment; - Interrelationship between the different sustainability goals (consistency); - Identification of the most stringent goals. The inventory of policy targets and sustainability goals should start with the development of a framework and definition of a consistent structure using the abovementioned DPSIR concept. The identified targets and goals (qualitative as well as quantitative) should be stored in a database. Apart from a scientific literature survey the project should also include the organization of a two-day workshop on (new) scientific insights discussing the results of the survey on sustainability goals and the assessment. The expected final results of the work shall be: - A database inventory of policy targets and sustainability goals; - A report on sustainability goals.
