Fifth Community Environment Programme - Call for expressions of interest
The European Commission, DG XI, has published a series of calls for expressions of interest aimed at establishing lists of potential contractors for services to be provided within the framework of the fifth European Community programme of policy and action in relation to the environment and sustainable development. These cover the following types of collaboration: - Technical assistance; - Provision of services; - Studies, advice and expertise. The lists to be established concern the following main areas of the programme: - Technical assistance and scientific consultation with a view to developing and implementing technical, legislative and operational actions in the field of radiation protection; - Evaluation and analysis works within the framework of the development of a strategy for improving the safety of nuclear installations, including in countries of Central and Eastern Europe and of the New Independent States; - Evaluation and analysis works within the framework of development of a strategy for radioactive-disposal management; - Scientific consultation, technical assistance and participation in the design and implementation of cooperation measures in the field of civil protection and emergency situations following natural and/or technological disasters as well as in the field of accidental marine pollution by hydrocarbons and other dangerous substances; - Technical assistance, consultancy and expert work relating to water protection and earth conservation; - Support, analysis, evaluation, implementation and monitoring of legislation and actions in the field of protection regarding nature, inhabitants of the earth and its waters, conservation of the species and the integration of the environment in tourism; - Analysis, study, evaluation and monitoring of legislation and actions in the field of air quality; - Analysis, study, evaluation and monitoring of legislation and actions in the field of fuels and the control of emissions from transport; - Analysis, study, evaluation and monitoring of legislation and actions in the field of integration of environmental demands in transport policies; - Analysis, study, evaluation and monitoring of legislation and actions in the field of noise; - Analysis, study, evaluation and monitoring of legislation and actions in the urban environment field; - Consultancy, expertise and studies concerning problems and legislation relating to industrial installations and their emissions; - Technical assistance and monitoring of measures in the field of environmental management and control within companies; - Technical and/or scientific consultation, including technical assistance in developing an environmental policy integrated with products and voluntary measures; - Provision of services and technical assistance for the development of a risk evaluation policy for people and the environment with regard to chemicals; - Participation in evaluation work for risks linked to biotechnologies and their monitoring; - Consultancy and expertise, studies, evaluation of the legislation and actions employed in the field of development and implementation of a strategy and policy concerning waste; - Advice, technical assistance and conducting of studies for the development of approaches on sustainable development; - Advice, technical assistance and conducting of studies for the development of methodologies as regards environmental evaluation as well as for establishing economic indicators relating to the impact of other Community policies on the environment and to the integration of environmental requirements in specified areas; - Participation in economic analyses and prospective studies - Technical assistance, evaluation and conducting of studies relating to the effectiveness of financial actions undertaken within the framework of the environmental policy and to the efficiency of their implementation; - Technical assistance, participation in the conception and implementation of informative measures and an awareness campaign for different public-sector and non-governmental organizations; - Participation in design work, analysis and study within the field of education and training; - Technical assistance, analysis work and participation in the conception and implementation of measures in the field of Community law auditing and the implementation of international conventions; - Development and promotion of measures compatible with Community policies and technical-cooperation measures with third countries on an international level; - Assistance in the evaluation and follow-up of the technical-cooperation measures; - Assistance in the follow-up and evaluation of the pre-adherence strategies for associated countries; - Analysis work, support and follow-up of legislation and/or measures related to climate changes, the protection of the ozone layer, the protection and sustainable management of forests as well as the protection of biological diversity; A detailed breakdown of the areas covered and the rules for responding to these calls are provided in the original texts published in the Official Journal of the European Communities.
