Partner required for EU-China Norms and Standards Programme
The European Commission, DG I, has published a call for expressions of interest aimed at establishing a list of potential candidates to act as a partner organization or consortium for the implementation of the EU-China Norms and Standards Programme (EC contribution ECU 5,210,000). This four-year programme has two parallel approaches: - A. Institutional strengthening: . Technical assistance to the competent Chinese authorities (principally CSBTS and SACI); . Training courses and study visits to Europe for key Chinese officials; . Regional workshops, in particular on implementation of standards legislation to improve contacts between business and authorities; . An EU-China Standardization Conference and Quality Council bringing together relevant ministries, standards organizations, chambers of commerce, etc. - B. Industrial activities: A series of 'EU-China sectoral industrial forums on norms and standards' would be held. These events would aim at bringing together, in China, authorities (both SACI and CSBTS), business operators, and associated services (such as lawyers) for in-depth discussions of particular difficulties in key sectors. Information dissemination activities would be a key horizontal feature of this programme. The partner organization or consortium will require the following characteristics: - A proven track record of technical capacity in the fields of standardization, metrology, certification and testing, as well as quality and quality management; - Close contacts and working relations with industry and sectoral groups; - Ability to ensure appropriate geographical spread by having contact points in a large number of Member States of the European Communities; - Experience in the management of large-scale economic or industrial cooperation programmes, including financial management; - Capacity to propose qualified staff with previous experience working with Asia and, in particular, China. The programme will be implemented in the EU and China. The contract is conditional upon finalization of a financing agreement between the European Community and China.
