The European Commission, DG XVII, has published a call for proposals for projects under the SAVE II programme for the promotion of energy efficiency in the European Community, adopted by the Council on 16 December 1996. The Commission is inviting the submission of proposals for: - Sectoral targeted pilot actions aimed at accelerating energy-efficiency investment and/or improving energy-use patterns; - Measures to foster the exchange of experience aimed at promoting better coordination between international, Community, national, regional and local activities by appropriate means of information dissemination; - Specific actions in favour of creation of energy management agencies at regional and urban level; - Monitoring and evaluation of the various SAVE actions. Legal entities, regional and local authorities, organizations, individuals, public and private enterprises, as well as existing Community-wide networks or temporary groupings of organizations and/or enterprises formed to accomplish the projects, are invited to submit proposals in the following areas: - 3.1 Rational use of energy in buildings; - 3.2 Rational use of energy in transport; - 3.3 Rational use of energy in industry; - 3.4 Demand-side management and integrated resource planning (including domestic appliances); - 3.5 Education and training concerning energy efficiency; - 3.6 Promotion of combined heat and power; - 3.7 Creation of regional and local energy agencies; - 3.8 Information activities; - 3.9 Monitoring and evaluation of Save actions. The priorities for these Actions are outlined in the SAVE brochure. The Community contribution to these projects (Actions 3.1 to 3.8) will be up to a maximum of 50% of the total cost of the project. In general, for Actions 3.1 to 3.6 projects should involve at least two non-affiliated partners from different Member States or the EEA. For Action 3.7 projects should involve at least two regional or local authorities from different Member States or the EEA. For Action 3.9 the Commission will engage sector coordinators on limited and part-time service contracts.
