ALURE programme - Energy use in Latin America
The European Commission has published a call for applications for support under the ALURE programme for optimal use of energy resources in Latin America. The ALURE programme's objective is to strengthen the process of modernization and transformation of the energy system by: - Designing and implementing energy policies, sectoral structures, institutional and regulatory frameworks to meet new economic, social and environmental challenges; - Promoting the adaptation to new energy markets of companies' activities and the most effective participation of consumers. Applications must be for cooperative projects incorporating various measures to attain the given objective. The Community contribution to the budget can be no greater than 50% of the total project budget. EC contributions are likely to be between ECU 300,000 and ECU 500,000. Each application must involve at least three energy entities from at least three Member States, plus at least one Latin American entity which undertakes to obtain approval from its national authorities for the consortium's proposal. Each application must set out the project's background, general and specific objectives, expected direct and indirect results, activities methodology, resources and timetable. It should also set out any other relevant supporting arguments. Special care should be taken in the financial presentation of applications. Proposals should not exceed 100 pages and should include a two-page summary. The next call for applications will be launched on 1 February 1998.
