The European Commission, DG XI, has published an open invitation to tender for the completion of a study on the cost-effectiveness of measures aimed at reducing emissions from road transport. The Commission needs further information on cost-effective packages of policy measures in order to develop the proposal for a second Auto-Oil programme, contained in the communication on a future strategy for controlling emissions from road transport, and related proposals for directives. The consultants contracted for this task shall be required to: - Based on experience with cost-optimization models developed for the first Auto-Oil programme, produce an enhanced methodology as a basis for an objective assessment of cost-effective measures (technical and non-technical) that could be adopted within the road-transport sector to achieve EC air-quality standards; - Identify data requirements and, if necessary, collect additional data, taking account of, inter alia, the need to analyse behavioural aspects of transport-related emissions; - Apply the established methodology to produce an optimal set of cost-effective measures to combat urban, regional and European air pollution. Pollutants targeted, the respective emission reduction targets, and measures to be analysed will be chosen in collaboration with Commission officials.
