Securing cooperation on security

Security is a young and evolving field, but a strong network of specialised consultants promises to keep interested and current participants up to speed with security-related research carried out in Europe.

Many aspects of globalisation contribute today to international security threats such as environment degradation, the spread of infectious diseases and weapon proliferation. Technological and economic developments, however, offer opportunities to ensure respect for fundamental human rights, eradicate disease and promote prosperity. Security has recently been added to the scope of the EU's Framework Programmes (FPs) with the aim to support multilateral research and joint projects. In each Member State, National Contact Points (NCPs) provide guidance and practical information on all topics related to participation in the FPs. In 2011, a large international consortium initiated the project 'Security research NCP network – phase 2' (SEREN 2) to improve the quality and variety of services provided. A key objective was to achieve a uniform high level of expertise and skills among all NCPs. To achieve this goal, the SEREN 2 consortium held training sessions, worked on a handbook to improve the skills of Security NCPs and developed an e-learning tool. In addition, a staff exchange programme was implemented to allow new and experienced NCPs to share experiences and acquired knowledge as well as to offer on-the-job training. The main focus of SEREN 2 was difficulties encountered in building international partnerships and in broadening participation in the European security research field. The network organised two successful joint brokerage events to promote project ideas on the one hand, and identify ways to enhance end-user involvement on the other. To support these campaigns, new tools for tailored partner searches and matchmaking were implemented. To further facilitate partner searches for collaboration, the network placed particular emphasis on enhancing access to and participation of third-country participants. The result was that, during the 3-year lifetime of the network, in the SeReMa database more than 530 entities have uploaded information about their security-related research programmes in which interested applicants can become involved. Being the second phase of the 'Security research NCP network', networking, training and tools provided under the auspices of SEREN 2were based on the outcomes of the first phase. By improving the quality of services provided by Security NPCs to meet the needs and expectations of their clients, new synergies in Europe's security landscape are expected to emerge, ensuring security for citizens worldwide.
