The Organisation for Economic Cooperation and Development (OECD) together with the Canadian Government will hold a Ministerial Conference on electronic commerce in Ottawa, Canada, from 7 to 9 October 1998. The conference entitled "A borderless world: realising the potential of global electronic commerce" will bring together government ministers, representatives of the private sector, and industry leaders, as well as heads of international organisations selected by each of the 29 OECD member countries. Conference proceedings will be broadcast live over the Internet through the conference Website for those unable to attend.

The conference will follow up the issues discussed during the 1997 OECD conference held in Turku, Finland, and the 1997 European Ministerial Conference held in Bonn, Germany. The aim is to address key issues surrounding the evolution of electronic commerce and to develop a set of measures to promote it on a global basis in order to realise its full economic and social potential.

It will commence with a discussion forum on the key issues related to global electronic commerce. These discussions will focus on industry self-regulation and on issues related to standards, codes and voluntary compliance, as well as the application of technology to secure domestic and international use of digital signatures, cross-certification and authentication.

Parallel sessions will bring together ministers to review the OECD agenda in this field, and business leaders will discuss and review the private sector agenda. The conference will end with a final discussion on the formulation of agreements and an action plan for global electronic commerce that will spell out the roles of government, international organisations and the private sector.
