PROTECT Expert Forum: The Two UN Compacts on Refugees and Migrants: Challenges and Implementation in Europe

This is one of three PROTECT Expert Forums that aim to evaluate the implementation of the UN's Global Compacts on Refugees and Migrants in the EU, Canada, and South Africa - and their impact on the right to international protection. The Forums bring together experts from an array of research institutions and organizations within the fields of refugee protection, migration, and law.

This Expert Forum will address the implementation of the UN Global Compacts in Europe and examine current EU asylum practices and challenges in light of the obligations in the Geneva Convention.

The forum is organized by PROTECT partner Queen Mary University of London and goes over two days, from 13 to 14 November. Speakers include migration and law scholars and representatives from the European Commission, ECRE, UNHCR EASO, and the Council of Europe.

Day one, 13 November 17.15 - 19.00: an expert panel will explore contemporary issues faced in the Mediterranean region in light of the commitments of EU states to the two UN Compacts. The debate will include access to the EU territory to seek asylum in particular in light of judicial decisions from the European Court of Human Rights and the Court of Justice of the European Union, the enhanced role of Frontex in border management, and the need to protect access to the territory to seek asylum. European states' non-refoulement obligations and border responses to Covid-19 will be included. The experts will address the issues in light of the two UN Compacts and their relationship with the 1951 Refugee Convention including the continuing role of UNHCR.

Day two, 14 November 09.00 - 12.30: two expert panels will 1) examine refugee and migrant protection from the perspective of social and economic rights as well as 2) considering the application of human rights and non-discrimination of refugees and migrants in specific contexts including employment, asylum applications, non-refoulement obligations, and detention.
