Development of a CHEK digital building permit process as well as a maturity model to support the assessment of the digital maturity of the building permit process by building authorities. Both tools were the basis for the development of a virtual assistant. It is capable to assist municipalities in defining the process map of the building permit process in place and assessing the level of maturity. The virtual assistant provides a detailed roadmap to reach the targeted level of maturity, suggesting methodologies and tools.
Development of a process management platform to manage the process and the data. APIs were developed and published through OpenAPI specification to allow diverse components to connect according to the specific process needs.
Development of CYPE BIMserver.center.Validation to allow monitoring and management of the digital building process workflow, including facilitating reporting of checking results to municipalities. An IFC digital signature module was developed to allow signing IFC files, unblocking the use of such models for processes having legal value.
The selected set of regulations was interpreted to extract information from natural language regulatory documents, removing ambiguity. The defined information requirements were later mapped to the standard formats IFC and CityGML.
The formalisation of requirements into standard data model profiles allows an unambiguous definition of data requirements, which can be also supported by data validation, ensuring reliable data and analysis results. Two exporters were developed to export BIMs from authoring software Revit and ArchiCAD. A CityJSON semantics validator was developed as the OGC Data Exchange toolkit, to validate CityJSON data against CHEK CityGML semantic profile, and was integrated to the TUDelft Val3dity to validate the CityJSON geometry. A CHEK CityGML specification was defined for representing 3D city model data requirements.
Starting from such data requirements, tools supporting integration of geoinformation with BIM were developed, consisting of two converters, from CityGML/JSON to IFC and from IFC to CityJSON. The second one is generating different levels of detail of the represented building by generalising the geometry appropriately. An IFC georeferencing tool supports the essential phase of attaching and validating georeferencing information to BIM before conversion and integration.
The initial core of the DBP knowledge repository was developed and will be further extended.
3D City Model Viewers, have been deployed for the pilot cities. An extended support of geospatial standards, was implemented into VCS tools (3DCityDB, 3D Tiles converter). The VCS tools were extended to support the analysis needed for the CHEK regulations checks for which the representation of the city context is necessary, using the CHEK CityGML-compliant data as input.
A technical Massive Open Online Course on digital building permit was developed and tailored for municipality technicians, designers or other stakeholders. Moreover, a university-level course was developed and tested in a summer school.
The results were demonstrated in the four pilot cities of the project.
Best practices documents were written focused on input for standardisation and standards development (D7.6); building permit digitalisation recommendations and best practices (D6.5); and GeoBIM specific best practices (D3.4).
