Final report: Specifying and testing how externalities and disservices can be included in accounts

Report that examines how externalities and disservices can be included in ecosystem accounts. This is one of the outstanding issues in SEEA Ecosystem Accounting, but highly relevant to connect accounts to among others the work of IPBES. The report will specify options, identify a preferred option, and will provide examples for specific services in the SELINA case study sites.

Enabling factors and barriers for BD and ES uptake in decision-making processes in EU MS (Draft version)

Levers of BD and ES uptake: Report with the eenabling factors and barriers for BD and ES uptake in public and private decision-making processes in EU MS collected in Tasks 2.4 and 2.5.; first version.

Indicator review, selection and integration

Existing indicators and indicator sets on ecosystem condition, services and accounting will be reviewed together with relevant databases in order to harness existing approaches and the large knowledge base created under MAES and related activities. Based on the review, indicators that are suitable for evidence-based decision making in the DPs and in general will be selected and integrated.

Analysis of the decision context of the Demonstration Projects

Report describing the public decision-making processes selected for each of the 7 DPs (e.g. authorities, status of the process, legal framework), the specific policy needs (e.g. type of ES evidence useful to support the processes), and the context-specific barriers to the generation and uptake of ES information.

Integrating data streams to define and map ecosystem types

This report will provide a map of ecosystem types and connect it to relevant EU and global typologies and existing spatial information systems.

Enhancing the temporal resolution of ecosystem accounts using satellite data

To date, ecosystem accounts are being produced at an annual interval. However, economic accounts are produced quarterly. The temporal resolution provided by satellite images means that it should be examined if and how ecosystem accounts can be produced for shorter periods. This report will describe options to produce account with higher resolution, inclusive of test cases in selected SELINA case study sites.

Draft guidance material for private sector decision-making uptake

Based on a mapping and assessment of current resources used by the private sector and gaps identified, draft guidance to support the private sector DPs will be developed.

Finalised report setting out the finalised SELINA co-creation mechanism to be utilised for the development of the CoG. The report will contain the terms of reference for the mechanism, as well as different paths for how stakeholders can engage, and provide input in the development of the CoG.

Definition of reference conditions that describe good ecosystem condition

The D3.3 report will explicitly address challenges of defining reference conditions in natural (i.e. primary forest and natural grasslands) and strongly modified ecosystems (i.e. urban and agro-ecosystems).

Mid-term report on ES evidence generation and uptake in the DP

Report describing, for each DP: i) the plan for generating ES evidence, and the preliminary results of data collection and analysis; ii) the preliminary uptake and integration of ES evidence into decision-making processes.

Diagnostic of ES model decision-support capabilities

The Deliverable is a Technical Report diagnosing ES model applications potentially to be used in partner countries distributed across 5 ecosystem service groups, and assessed according to the same 7 sets of criteria. The Deliverable is coordinated by NINA, with ES group and assessment criteria leads taking responsibility for report sections, as described in Task 4.2.

Guidelines for enabling ES uptake in project and policy cycles

The Deliverable is a Technical Report combining the findings from stakeholder decision-support needs assessed in WP2, with the review of ES model-related barriers to uptake assed in WP4.1, and ES model group diagnostics in WP4.2. Guidance will be formatted as Terms-of-Reference (ToR) templates for each ES type, described in different stages of policy and project management cycles. ToR templates will be formatted to feed into an upgrade of screening functionalities of the MAES Methods Explorer in Task 6.5. The Deliverable is coordinated by NINA.

Monetary valuation in SEEA EA

This report will assess options to value ecosystem services based on different value perspectives (including exchange values, simulated exchange values and welfare-based values) with case study examples form SELINA sites.

EU MS fact sheets and progress tracking: first version

In Task 2.4, information will be collected on how far MS are in implementing BD and ES in decision making processes. This information will be collected in MS fact sheets. A progress tracking format is set up in co-operation with existing progress tracking systems.

SELINA will implement and update existing platforms like the MAES Methods Explorer and the ES Valuation Database with the data and functionalities that are necessary to access knowledge, methods and data that are mandatory for respective applications in evidence-based decision making. Efforts will be put also to link existing platforms (e.g. BISE, OPPLA, ESP).
