Bridging Organizations and marginalized communities for Local Sustainablity Transitions in EuRope

D4.1 JT monitoring framework and toolbox (öffnet in neuem Fenster)

Based on the insights and lessons from task 4.1 we will develop a systematic methodology that will first of all help our stakeholders in 7 regions to measure Just Transition-related processes (baseline, medium-term changes, long-term changes). This framework will suggest: (i) a number of indicators around various aspect of justice (income, social vulnerability, gender, etc.), participation/empowerment, “good” and “just” governance by local authorities, etc.; and (ii) methods for collecting relevant data and qualitative methods for monitoring etc. Here we will connect and integrate the JT priority scorecard indicators (developed in Task 2.3). All these will be translated and presented as a toolbox for JT monitoring and assessment and deployed further in the target regions, as well as enclosed in the Transition guidelines developed in WP1.D4.1. The JT monitoring framework and toolbox pilot will be launched in month 16 and will be update in month 30

D3.3 Capacity building and campaign report (öffnet in neuem Fenster)

"BOLSTER will set up a capacity building program to engage forum members, especially the organizations that represent marginalized communities and faciliatet ""Re-Activate"" set of initiatives in the target communities. The CB programme will include training on building such skills as facilitation, planning, consensus building, advocacy, social and entrepreneurship project design and management, and field trip to learn from experience of transformative social projects. The trip will be organized to German cities (where CGE is working) that are currently facing transformation (Erfurt, Apolda, Halle, Berlin). One week trip among selected cases will show how local communities are addressing challenges, as well as best/worst case practices, to help partners to get insights and inspired. The acquired skills will be first used in the “Re-activate campaign” where small-and medium scale social projects will be launched in each target region.D3.3 will report on capacity building and ‘Re-activate campaign’ in each of 7 target communities."

The project will have a specific outreach strategy to directly involve the target groups identified in section 2.2.5, as well as other stakeholders, including other projects funded by Horizon, especially of the same call and the Transition Super Labs, relevant projects, JT initiative of BWN, etc. D5.3 The clustering plan will be produced to guide all clustering activities which are integrated in T5.4, T6.2, T6.3, T6.4D5.2. Clustering plan will be developed in month 4 and further update in month 14

Project Handbook (D0.1) based on EC’s Project Management Methodology, which will define the project management procedure and governance set-up.It will include detailed Project Management Plan with a Gantt chart and a Work Breakdown Structure (WBS).It will include a schedule per task, responsible partner related subtasks, related deliverables, and dependencies on other tasks.Revisions will be done in the course of the project: one before the end of the first reporting period and one just before the end of the second reporting period.

A Data Management Plan D02 will detail data that the project will generate the ways it will be exploited or made accessible for verification and reuse and the ways it will be curated and preserved

D2.2 Perceptions & capabilities report (öffnet in neuem Fenster)

This report will be based on qualitative research methods such as (conventional) interviews, go-along interviews and mind mapping but also easy-to-implement arts-based action-research methods, such as photo voices and community reporting, will be employed to deepen understanding of realities and priorities of representatives from marginal communities with respect to the just transition and the perceived and structural barriers to their engagement and acceptance

based on Tasks 1.2 , 1.3, 1.4 analysis of the transition plans of target 7 regions and experience of 3 case study regions, policy reports with lessons will be prepared

D4.3. Policy brief connecting JT and SDG monitoring (öffnet in neuem Fenster)

JT agenda can go hand in hand with the SDG agenda. The possibility to monitor the state of progress in JT can also inform the progress towards the specific goals of SD. In order to align these two sets of agendas, we will work towards connecting them conceptually and in practice. By reviewing the SDG monitoring systems applied in the regions we will explore possible overlaps, gaps and synergies. We will set up a special discussion of SGD and JT agendas with the local and regional authorities collaborating with BOLSTER, present JT monitoring framework and discuss possible synergies. Lessons and practical suggestions on these will be summarized in the special policy brief.

D3.2 Vision and roadmaps for 7 regions (öffnet in neuem Fenster)

Tailored local visions and roadmaps to 2050 in each target region will allow an in-depth understanding of how key issues interact (e.g. climate action, climate change impacts, equity and justice considerations, social inequality, gender equality, etc.) to enable a structural, just and inclusive transition to carbon neutrality

D2.1 Institutional maps for target regions (öffnet in neuem Fenster)

The maps D21 will diagrammatically represent the key stakeholders decisionmaking processes and institutions formal and informal rules of interaction and engagement that shape the governance of the just transition process in the target regions and the possibilities of representatives from marginal communities to engage with and influence them The maps will include NGOs and other organizations representing marginal and underrepresented communities and groups They will also reflect stakeholder interactions across different sectors and scales

D3.1 Local Just Transition Alliances in 7 regions (öffnet in neuem Fenster)

Local Just Transition Alliances LJTAs will form the core group of stakeholders that will guide and manage local processes eg broader stakeholder mapping identification and engagementincluding reaching out to the seldomheard voices guiding local multistakeholder forums local visioning and roadmapping processes etc The LJTAs will be composed of a limited number of people 68 representing relevant groups eg policymakers local industry or community representatives and be legitimized by the local authority Their members could be either full or associate partners of the project so they take responsibility in order to really act like an extension of the project at the local level

D1.2: Toolkit with governance models and guidelines (öffnet in neuem Fenster)

Using the reports of the institutional settings of WP2, the results of the multi-actor forums of WP3 and the findings of the monitoring efforts of WP4 governance models can be developed that foster a just transition but which are sensitive to regional differences. The governance models stipulate how actors should cooperate to foster a just transition. Next to these policy guidelines and instruments will be developed that help to increase support for transition plans and involve marginalized groups in decision-making processes. The policy guidelines will serve public bodies, civic organizations and industries

D0.3 Research data publishing in an open access repository (öffnet in neuem Fenster)

All research data in line with DMP published in an open access repository as one deliverable (as cumulative updates) at the end of each reporting period (M17 and M35). It will at least have the repository info and an inventory of the data sets published in line with the DMP.

D2.3 JT priority scorecards (öffnet in neuem Fenster)

Based on inputs from tasks 2.1 and 2.2, scorecards will be developed (D2.3) for each region to represent the extent to which existing transition strategies and policies in the different regions reflect the priorities of representatives from marginal communities. The scorecards will capture different levels of priority convergence and possibilities for engaging and influencing policy priorities in different sectors and across them. They will inform stakeholder engagement and discussions in the multi-stakeholder forums (WP3) and will provide a basis for defining areas of improvement in stakeholder engagement processes, as well as informing the design of impact monitoring (WP4). Scorecards will be launched in M4 and updated annually (in M36)

A new virtual community called the Just Transition Helix that will act as the backbone of the exploitation strategies developed for both during and after the project The new Helix will be set up and launched in the CrowdHelix Platform httpscrowdhelixcomhelixes by Month 7 and will profile at least 150 organizations key actors and endusers by M36 including BOLSTER team partners from clustering projectinitiatives members from other relevant helixes of CHX eg Inclusion Society Energy Climate Helix etc researchers regional actors from JT risk regions of EU industry actors ie energy intensive industries policymakers civil society and participants of other relevant projects and relevant actors across Europe and internationally CHX will organize yearly Helix events with its members virtual in year 12 and physical in year 3 to exchange with acquired findings and lessons and discuss possible capitalization and synergies ideas within and beyond the project that can be new actions projects initiatives
