The ZOOOM project addresses the critical need for effective intellectual property (IP) management in open innovation ecosystems, which increasingly depend on open software, hardware, and data. It recognizes open-source solutions as transformative opportunities for organizations to collaborate, leverage external expertise, and engage in global communities.

The project tackles challenges arising from the rapid adoption of open-source practices, focusing on robust IP strategies aligned with open licensing models. Effective IP management is essential for bridging knowledge generation and application, ensuring open-source assets drive economic growth, societal progress, and technological sovereignty.

ZOOOM's objectives are to strengthen open innovation ecosystems and enhance the adoption of open licenses to foster collaborative development. By providing tools, training, and best practices, the project empowers knowledge generators, businesses, and policymakers to develop innovative solutions while promoting transparency, interoperability, and equitable access to technology.

The project’s impact extends beyond immediate applications, accelerating innovation cycles, reducing reliance on proprietary solutions, and fostering cross-sector collaboration. Aligned with EU goals for digital sovereignty and resilience, ZOOOM contributes to mitigating supply chain risks and supporting sustainable innovation.

Integrating social sciences and humanities into its framework, ZOOOM emphasizes ethical, legal, and societal dimensions, ensuring its outcomes are both technically sound and culturally relevant. Tools like the ZOOOM Toolkit—offering decision-making frameworks, case studies, and training modules—equip stakeholders to navigate open IP management effectively. These efforts are expected to influence policy-making, foster community engagement, and generate economic and societal benefits.
The ZOOOM project advanced the technical and scientific aspects of open-source IP management and collaborative innovation through targeted activities. It developed tools, frameworks, and insights to address the complexities of open software, hardware, and data in collaborative ecosystems.

A key activity was a comprehensive analysis of 59 case studies, combining literature and interviews, which informed the ZOOOM Licensing Framework. This extended Structure-Conduct-Performance (SCP) model integrates legal, business, and social dimensions of licensing for open assets. Building on these insights, the project created the ZOOOM Toolkit, featuring a license decision-making tool, business model innovation map, case library, and training materials. Designed with a user-centered approach, the toolkit supports diverse audiences, including SMEs, researchers, and policymakers.

The project also introduced a capacity-building framework with seven modular training programs, addressing licensing, compliance, and strategic integration of open assets. These programs were validated through stakeholder workshops, ensuring practical applicability. Additionally, ZOOOM addressed challenges in managing hybrid assets like open AI, developing best practices for open standards and interoperability in data-driven technologies.

ZOOOM’s outputs include policy briefs and guidelines that provide actionable strategies for licensing, ecosystem development, and alignment with EU digital sovereignty goals. By delivering scientifically validated tools, training modules, and a comprehensive case library, the project has equipped stakeholders to adopt open innovation practices, fostering a resilient and collaborative digital ecosystem.
The ZOOOM project has delivered significant technical and scientific outcomes that advance open-source innovation and intellectual property (IP) management. A major result is the ZOOOM Toolkit, a comprehensive resource that includes a license decision-making tool, business model innovation maps, training materials, and a library of 59 case studies. These tools have been designed to help stakeholders navigate the complexities of open-source IP management and have been validated with over 150 stakeholders to ensure usability and relevance across various sectors.

Another critical achievement is the ZOOOM Licensing Framework, which integrates legal, business, and social dimensions of open-source licensing. This framework provides actionable guidelines and best practices tailored to different stakeholder needs, making it a valuable resource for businesses, policymakers, and researchers. Additionally, seven modular training programs were developed, addressing technical, legal, and business aspects of IP management. These programs have been widely disseminated and utilized by over 800 stakeholders, enhancing skills and competencies in managing open-source IP, particularly in emerging fields such as artificial intelligence and the data economy.

The project also produced five detailed policy briefs that tackle key issues such as open-source AI, open hardware, and the role of licensing in Europe’s digital sovereignty. These briefs have influenced policy discussions at the EU level, offering concrete recommendations to reduce dependency on proprietary systems and foster open innovation ecosystems. Furthermore, the 3Os Community, hosted on the AGORA platform, created a dynamic hub for collaboration, resource sharing, and sustained engagement with ZOOOM’s principles.

The outcomes of the ZOOOM project are expected to have lasting impacts. The toolkit, framework, and training programs empower stakeholders to adopt open-source practices, enhancing innovation capacity and economic growth. The policy briefs contribute to shaping supportive regulatory environments, while the 3Os Community ensures ongoing collaboration and knowledge exchange. These results position ZOOOM as a critical enabler of sustainable innovation and digital sovereignty, aligning with Europe’s broader strategic goals.
