Regions4Climate

Periodic Reporting for period 1 - R4C (Regions4Climate)

Climate change is expected to worsen the frequency and impact of extreme weather events. Together, we can build more resilient communities by integrating best practices and innovations from all sectors and from diverse areas of research. The Regions4Climate project aims to collaboratively develop and demonstrate a socially-just transition to climate resilience. Based on cross-sectoral roadmaps developed together with regional stakeholders, the project will create and implement innovations combining sociocultural, technological, digital, business, governance, and environmental solutions to reduce the vulnerability of European regions to the impacts of climate change. The EU-funded Regions4Climate project will develop and test innovative tools and collaborative practices to support European regions and communities in developing and implementing their own resilience plans that not only explicitly address social, environmental, and economic innovations but also inherently consider social equity and social justice concerns associated with resilience building. The project will use system dynamic modelling to understand relationships among and trade-offs between different potential resilience innovations. Learnings from regional demonstrations of co-created cross-sectoral solutions within 12 European regions will provide input for long-term politically adopted and secured resilience strategies. This will support European regions and communities in their efforts to build resilience to climate change impacts.
Tasks initiated in WP2-WP6 (WP1 and WP7 are supporting WPs) mainly focused on:

Vulnerability and risk assessment
Monitoring & Evaluation conceptual framework definition
Definition of ICT architecture requirements and first version of interoperability middleware
Design of the Climate Resilience portal
RRMM framework
Common vision towards implementation and roadmaps for regional IAs
Initiation and advancement of regional demonstrations
Innovation management and exploitation planning
The development of regional just transition roadmaps.
Supporting partner regions to periodically re-evaluate their CRML.
WP2:
The Social and Economic Vulnerabilities Analysis brings together regional indicators describing factors usually associated with vulnerability and narratives on social vulnerability across regions based on interviews and a survey.
The Just Transition Framework provides a conceptual basis for just transition to climate resilience based on four justice dimensions and a range of enablers and barriers for systemic change, and it suggests a five-step process to operationalise just transition to climate resilience at the regional level.
9 indicators for Just Transition (JTIs) were defined describing maximisation of social and economic opportunities of climate action and minimisation of risks. R4C regions were asked to select the most appropriate.

WP3:
The R4C reference ICT architecture and middleware has been designed and implemented to be a very innovative solution to fight climate changes in the regions and to make regions more resilient and ready to respond to the critical risks. It allows the integration of different vertical solutions potentially present in a region. This means that the architecture is able to communicate with specific systems and other data sources already existing.
The Vulnerability & Risk Gap Analysis builds the framework for the risk assessment, designed to provide a consistent, harmonised, and comparable climate risk assessment at a regional scale across Europe.

WP4:
The RRMM and related assessment framework has been developed as a model for a common understanding of the climate resilience-building process at regional level, embedding climate and societal transformation within a broader climate resilience framework. Considerable effort was dedicated to the development of a tool that is targeted at regions, considering their differences in terms of administrative structures and governance characteristics.

WP5:
The approach used to develop the Roadmap for the implementation of the Innovation Actions per region was based on the feedback from regional partners and related stakeholders, for identifying cross-border visions and actions/interventions rated as best practices, addressing social, environmental, economic and governance dimensions and collaboration barriers.
Each region implemented different Innovation Packages which had an innovative element.
Regional selection of monitoring and evaluation KPIs based on the regional characteristics.

WP6:
The Common Innovation Framework and related tools and methods is a comprehensive innovation framework designed to support climate resilience and long-term regional sustainable development in pursuit of the SDGs.
