The HARMONIC project, titled "HARMONIsed network through smart technology and Collaboration," aims to enhance the Demand and Capacity Balancing (DCB) operational concept by integrating the Dynamic Airspace Configuration (DAC) concept with Integrated Network Management and extended ATC Planning (INAP) and Network Management (NM). The project focuses on increasing the flexibility and efficiency of airspace usage, providing automatic support for demand-capacity imbalance analysis and resolution, and integrating the constraints of network actors to supply network-wide solutions. Higher automation will be supported by a set of advanced prototypes including DCB solvers (both capacity optimisation and residual demand imbalance resolution) and what-if and what-else capabilities supporting human actor decision making.
The main high-level objectives of the HARMONIC project are:
1. Enhanced Demand Management: that supports local actors and NM Operations Centre (NMOC) in defining DCB solutions based on improved flight selection and measure choice. It aims to provide more flexibility and equity to airlines and harmonize all actors' requests by identifying network-wide solutions.
2. Dynamic Airspace Configuration including Dynamic Mobile Areas: This solution aims to increase the dynamicity and flexibility of airspace configurations by improving current algorithms, operational processes, and automation support. It also focuses on extending the coordination process to cover cross-border coordination and integrating dynamic military mobile areas into DAC as well as on proper updates of Airspace Use Plan (AUP) to facilitate safe execution of military activities.
The project is expected to provide significant benefits, including increased capacity, cost-efficiency of Air Traffic Services (ATS), flexibility, cost reduction for Airspace Users (AU), and fuel efficiency. The project aims to achieve Technology Readiness Level 6 (TRL6) for its solutions, with some elements becoming candidates for early deployment
