Specific Objectives for 2002:
Data collection and networking
- Stimulate all 15 current Member States able to collect aviation occurrences on a national level using a compatible tool;
- Inform the PECO countries on the ECCAIRS activity and supply, if funds allow, an evaluation system, which allows these countries to validate the approach and become prepared for participating in the network;
- Introduce ECCAIRS as a compatible solution in ICAO.
Information exploitation
- Assist, with the help of JAA's JSSI group, the data analysis efforts in the EU by sharing data analysis tools and standardisation efforts so that results become more transparent and comparable and duplications of efforts are avoided;
- Prepare a draft Terms of Reference for the Risk Analysis in civil aviation systems;
- Provide a standard environment for the definition of aviation related taxonomies and their mutual conversion algorithms.
Planned Deliverables
Deliverables 2002:
- Link between Release 3.5 and the, in the operators world widely used, BASIS system implemented
- Release 4.0 of the ECCAIRS reporting system made available to authorities and ICAO
- Release 4.1 of the ECCAIRS reporting system made available. This version will introduce the possibility to store exposure data which will allow the system to be used also for risk management;
- Release 1 of MEPHISTO, the environment for managing and harmonizing aviation taxonomies.
Specific deliverables to DGs:
- The ECCAIRS reporting system, which DG TREN makes available to EU Member States
(as indicated in the EU directive);
- The ECCAIRS network, which is formed by all mutual contacts between EU aviation authorities in the scope of the ECCAIRS project. This network involves, apart from the exchange of the incident information, collaboration in areas of standardisation and analysis.
As a result of the research:
- Annual bulletins that will provide information about trends in EU wide air safety based on a set of ECCAIRS safety indicators;
- A database of all civil aviation accidents and incidents falling under the responsibility of EU civil aviation authorities. This information is available to these authorities and other authorised organisations;
- A European standard scheme for aviation incident reports as collected by EU Member State authorities.
Summary of 2001 Deliverables: 31/12/2001
- Release of version 3.5 of the ECCAIRS reporting system, supplied to all EU aviation authorities plus many others;
- French national version of ECCAIRS 3.5 in collaboration with French authorities;
- Release of beta version 4B4 of the ECCAIRS reporting system;
- Harmonisation of Euro control taxonomy with ICAO taxonomy implemented in ECCAIRS 4B4;
- Third general meeting of the ECCAIRS steering committee (about 30 participating organisations).
Output Indicators and Impact:
- The Commission proposal of a Directive on reporting in civil aviation is based on the ECCAIRS deliverables;
- ICAO advises Civil Aviation Authorities of non EU countries to adopt ECCAIRS solution in order to facilitate data exchange with ICAO;
- EU Member States CAA's expressed their willingness to participate in the ECCAIRS network.
Summary of the project
ECCAIRS implements the tools and network as required by the proposed directive: 'Directive of the European Parliament and of the Council on occurrence reporting in civil aviation'. The ECCAIRS reporting system, which is maintained, supported and made available to EU civil aviation authorities, is used to collect aviation incident information from EU member states. The ECCAIRS network allows the authorities to exchange information mutually and to contribute to the EU information system in the ECCAIRS central office. The project's objective is to have all EU Member States participating actively in the ECCAIRS network by the end of the fifth framework programme. From the central office, data and derived information is disseminated to the national aviation authorities and other authorised organisations. The central office has an essential role in co-ordinating the analysis of the integrated information.
By sharing analysis techniques, information will be easier to understand and an overall cost reduction can be achieved. The ECCAIRS steering committee is the body created to co-ordinate strategic choices and future development.
Feasibility studies are performed in areas defined by the ECCAIRS steering committee to improve the applicability of ECCAIRS.
Rationale
DG TREN has proposed a directive, 'Directive of the European Parliament and of the Council on occurrence reporting in civil aviation', which will oblige Member States to collect and exchange information on incidents in civil aviation. ECCAIRS supports this upcoming legislation by providing a common automated tool (reporting system) with which EU Member States can collect incident information at the national level in a standardised way. Furthermore ECCAIRS is setting up and implementing a network to integrate the data collected in the individual Member States and coordinate the available resources at European level to improve (cost) efficiency and share knowledge.
The primary purpose of the directive, is "to facilitate effective analysis and monitor safety critical information". Through ECCAIRS this can be achieved and air safety in Europe maintained.
