Summary of objectives
The main objectives of COST Action 220 were to collect information about existing telecommunications terminals for people with disabilities and the corresponding telecommunications protocols ; to identify on-going research and development ; to stimulate activities in the field and to take into account the practical needs of disabled people. This should lead to a number of telecommunications standards offering disabled people the possibilities necessary for their adaptation to daily life and work situations. The activities were undertaken in close co-operation with COST Action 219.
As an example of the activities mentioned above, the V.18 protocol has been developed together with ITU T to enlarge the compatibility of the existing terminals for the deaf. Furthermore, the demands of the deaf community with respect to terminals have been investigated and a general recommendation has been presented for an ISDN terminal for deaf and deaf-blind people.
Current status
The action started in June 1988 and was finished in December 1995. On November 1994 a European Deaf Conference "deSIGN for ALL" was organised in Rotterdam together with the EUD. The conference resulted in the answers to a questionnaire regarding telecommunication devices for the deaf and in 16 resolutions. The final report of COST Action 220 (in standard and in management version) can be obtained from the COST office in Brussels.
Work planned
The opinion of COST 220 is that the European Commission should support the development of a "design for all" multi-media terminal described in the COST 220 final report. When a prototype is available it can gradually be perfected and standardised for the production of a universal ISDN terminal.

The described activities are undertaken in close cooperation with COST project 219.
