Evaluation and Quality in Library Performance Systems

Objective

The overall objective of EQLIPSE is to specify, develop and validate an open system to support quality management and performance measurement in libraries of all types. The system will be based on a client-server architecture and will offer compatibility with library systems from various library suppliers.
Impact and expected results:

EQLIPSE will have major benefits for libraries by introducing them to a 'toolbox' approach to performance measurement and quality management techniques.

It will enable European libraries to take a world lead in the utilisation of IT in library management support in the areas of decision making and efficiency.

Deliverables

The operationally-tested prototype toolbox will be the main EQLIPSE deliverable. Publicly available - to be released in-line with the progress of the project - will be:

Library requirements analysis;
Functional specification;
Data tools and data collection report;
Demonstration trials report;
Implementation manual;
Final report.
Technical approach:

The project has six workpackages:

Library requirements analysis to relate quality management and performance indicator standards and systems to library practices;
Initial functional specification of technology, networking and integration;
Prototype open interactive system via system specification, design, implementation and test;
Data tools and collection with tools selection and integration into the client-server system, tools utilisation in operational data collection, development of collection procedures and build up of test database;
Field trials of the demonstration model at two test sites and preparation as a packaged system;
Integration of the package into six operational library sites, with provision of training materials, implementation manuals and full support infrastructure.
