Obiettivo
To establish a cost-benefit analysis of low-floor buses in order to define criteria and specifications for vehicles and access at bus-stops, especially for people with reduced mobility.
The project will comprise four main aspects :
demonstration of the need for more user-friendly and accessible public transport, in particular buses ;
collation of the views of passengers, maintenance staff, drivers, and companies on the use of low-floor buses ;
comparison of the advantages and drawbacks of their use compared with other approaches, based on consideration of the comparative efficiency and cost-effectiveness of low-floor buses ;
definition of criteria and specifications for low-floor buses and access at bus-stops, aiming at independent access for wheelchair users without detriment to the efficient operation of the service.
Current status
COST 322 has developed guidelines for vehicle construction, safety and associated infrastructure in order to provide manufacturers, operators and local authorities with an informed assessment of the technological and economic aspects of low-floor buses.
Three working groups were established dealing respectively with vehicles ; infrastructure ; and safety. Several case studies concerning different aspects of low-floor buses from Finland, France, Germany, Hungary, the Netherlands, Spain, Switzerland were developed, in addition to the study carried out by the UITP on "The views of bus operators and manufacturers in Europe towards today's low floor-bus and its future".
Membership of the COST 322 Committee comprised Government representatives, bus operators and manufacturers and academics and other experts in the field, who in addition to their work in the working groups have also visited a number of European cities where low-floor buses are in operation and has talked to operators and manufacturers.
In this respect, it can be mentioned that COST 322 has already proved to be a valuable foundation for the investment decisions of several local authorities or transport operators, and for the preparatory work on an EC type-approval directive for bus and coaches. The Action ended with the publication of the final report in December 1995.
