To achieve objective 1, continuous interaction with stakeholders took place through online (web portal, facebook, twitter, newsletter, email) and offline (workshops, conferences, individual meetings) means. The main impact was achieved through offline interactions. SCOOP4C organised two OOP conferences (together with the TOOP project) and in total 12 stakeholder workshops. The stakeholder community consists of 810 stakeholders, of which 500 are active stakeholders adn 310 are potential stakeholders that have been contacted but were not active during the project runtime. The stakeholder community has been handed over to TOOP for further engagement with the community. The results are documented in deliverables D 3.2 and D 3.3. The handover of the stakeholder community to TOOP is documented in D 5.3.
To achieve objective 2, good practices of OOP cases and enablers have been collected and studied. These cases and enablers are documented in deliverable D 1.2 and they are continuously updated on the online knowledge base. At the end of the project, the online knowledge base counts 66 OOP cases and enablers and these can be easily accessed through an interactive project map (cf. deliverable D 5.2). The online portal of SCOOP4C will be available for at least five years and is hosted by the project coordinator.
To achieve objective 3, regular workshops and interactions with different stakeholder groups have taken place. In total, 12 workshops have been organised with stakeholders to discuss OOP cases and enablers, gaps and challenges, the roadmap of actions and recommendations, the stakeholder engagement in the OOP realisation, and how the cross-border OOP vision can be implemented. Furthermore, two OOP conferences have been organised together with the TOOP project to create awareness about the OOP and about enablers and good practice cases (cf. D 3.3 and 5.2).
To achieve objective 4, a comparison and syntesis of existing good practices of OOP solutions has been performed and needs and challenges have been identified. A total of 76 gaps (consolidated into 50) were grouped into 10 areas. Furthermore 21 benefits of OOP were identified (6 for citizens, 3 for businesses, 10 for governments, 2 general). These are documented in deliverable D 4.1.
To achieve objective 5, relevant stakeholders have been identified and analysed along the analysis of OOP cases. Subsequently, a strategic stakeholder engagement plan has been developed and documented in D 4.2 to ensure sustainable implementations of the OOP with a large engagement of stakeholders in various co-creative and co-productive public service provisioning contexts.
To achieve objective 6, stakeholders were engaged in identifying areas of actions for the roadmap to successfully implement OOP services for citizens in cross-border domains. In total, five future cross-border OOP scenarios have been developed. The roadmap consists of eleven areas of actions and in total 62 individual actions suggested. Furthermore, there are 58 detailed and 9 key policy recommendations. The results are documented in D 4.2.
