Monitoring & Evaluation scheme to assess stakeholder participation and user satisfaction with Living Labs experience, version 1

Linked to Task 3.3 Capture and leverage existing stakeholder knowledge in an iterative, place-based manner for co-creating technical, governance, learning arena and product innovations and Task 3.4 Evaluate stakeholder participation and the Living Labs user experience. This deliverable presents the outline for the monitoring and evaluation scheme elaborated and provided to the facilitators of the Living Labs at the demonstrator and concept case sites. The findings of the user satisfaction will be presented in D3.5.

NBS in-depth case study analysis of the characteristics of successful governance models; accompanied by a Policy Brief

Linked to Task 5.1 Case studies of governance models for designing, financing and implementing NBS. This deliverable presents a comparative analysis of the institutional, legal, social and financial frameworks for co-designing and implementing nature-based solutions (NBS) across selected European and non-European countries (focusing on mountain regions).

Overview of submitted and approved NBSs for implementation during months 15-24

Linked to Task 2.1 Selection of NBSs to be implemented and Task 2.2 Implementation of demonstration sites and Task 2.3 Implementation of NBS at concept sites. The deliverable gives an overview of NBS approved for implementation during months 15-24 of the project.

Long-term monitoring plans to document effectiveness of NBS

The deliverable will include tailored and feasible monitoring plans for each of the NBS that are implemented at the demonstrator case study sites The monitoring plans will be based on the indicators included in the tailored assessment framework tool input from D41 the most significant indicators from the hazard modelling that has been conducted input from D44 as well as from the monitoring activities that are currently being conducted at some of the case study sites This new deliverable aims to specify the most relevant indicators that can easily be monitored considering site features the resources needed to install and service monitoring stations as well as the frequency at which the monitoring surveys should be conducted The intention is that the site owners can then carrying out NBS monitoring after the completion of the PHUSICOS project

Plan for Mainstreaming NBSs in Europe - Innovative Approaches to reduce risks

Linked to Task 84 Exploitation of key results and recommendations The fundamental intention of PHUSICOS is to bring NBS technology and philosophy into the mainstream of risk management for climate change in rural areas Exploitation of these results will be possible by developing interest and trust in these solutions and providing tools knowledge and experience to local organisations authorities and industry to help them develop commercial activities themselvesThe deliverable thus presents a plan for mainstreaming NBSs for consideration by the European authorities The plan will identify replication areas endusers and define the measures needed to actively inform the endusers of PHUSICOS results This is based on a workshopwith multiplier seminars and input from PERC and project networking activities to assess the relevance for NBS in other contexts

Report on lessons learned with Living Labs experience and lesson learned, draft

This deliverable presents the results of the user satisfaction investigation based on the procedures presented in D3.3 and D3.4. Guiding framework to tailored Living Labs establishment at concept and demonstrator case study sites

Linked to Task 3.1 Guide the establishment of tailor made Living Labs structures at demonstrator and concept case study sites. This deliverable presents guidelines with respect to user selection and stakeholder composition for the demonstration sites and case studies, as well as key factors for steering Living Labs in rural settings.

NBS Strategy Testament

Linked to Task 85 Build PHUSICOS LegacyThis deliverable presents a roadmap for PHUSICOS legacy documented in the NBS Strategy Testament It will include formalised commitments between project partners and industry practitioners or contractors to document the progress towards this objective

Linked to Task 53 NBS Policy Business Forum for Governance InnovationThis deliverable presents the outcomes of the Policy Business Forum PBF which consists of experts and knowledgeable stakeholders at the international European and national scales whose task is to provide input to the project and complement the views and knowledge provided by the predominantly local stakeholders in the demonstration and concept cases

Integrated digital shared database/platform for monitoring and early warning

Linked to Task 4.3 Co-develop monitoring systems for NBSs with stakeholders and expert. This deliverable presents a complementary monitoring network (baseline monitoring, long-term monitoring and early warning) for demonstrator sites and concept cases.

Learning from NBS implementation barriers

This deliverable will report on a deep dive into selected barriers that have been especially difficult to overcome during the PHUSICOS project period Thus the point of departure is cases of unsuccessful NBS implementation at the PHUSICOS demonstration cases for which three proposed projects have been cancelled and several more are confronting implementation difficulties The deliverable will aim to highlight whether NBS failure can be explained by the same factors as grey infrastructure failure and if not what characteristics differentiate it The deliverable will also highlight what governance innovations can mitigate the barriers and provide enablers Depending on the results from preliminary mapping the deep dive will include interviews with relevant stakeholders with experience from 13 of the implementation barriers i lack of knowledge on NBS effectiveness and longterm cobenefits ii the lack of NBS construction expertise on the part of contractors and iii barriers related to financing and insurance The deliverable will be in two parts i Part 1 would report on barriers to NBS implementation as compared to conventional infrastructure ii Part 2 would report on 13 selected barriers with suggestions on governance innovations to surmount them

Exploitation Plan

Task 84 Exploitation of key results and recommendations This deliverable will address how the PHUSICOS results can be used by industry and local authorities to develop new commercial activities building on the techniques solutions and tools developed within PHUSICOS and placed in the public domain

Impact Evaluation Report

Linked to Task 1.1 Oversee overall project management, coordination of activities for implementation of NBSs and Task 1.3 Uphold open communication between partners and with the commission. The deliverable will provide mid-term evaluations of the expected impact of PHUSICOS to assess achievements towards objectives of interest. The evaluation report will then subsequently provide feedback into the short-term indicators specific to each WP. The deliverable constitutes milestone MS13.

Starter Toolbox for Stakeholder knowledge mapping to co-design NBS solutions at case study sites

Linked to Task 3.2 Initiate participatory processes with stakeholders at the case study sites and enable Living Labs to co-design NBS solutions to contribute to territorial cohesion. This deliverable presents guidelines for relevant participatory processes with stakeholders to set up a functioning Living Lab at each of the demonstration and case study sites, including training of the partners at the different sites with regard to Living Lab procedures, stakeholder management tools and other contents according to identified needs.

Comprehensive Framework for NBS assessment

Linked to Task 4.1 Develop assessment tools for the comprehensive framework to evaluate and verify the performance of NBSs. This deliverable presents a review of the state-of-the-art of NBSs and a comprehensive framework to enhance the verification of the performances of NBSs in the management risk processes.

Technical training for private companies and public authorities for NBS implementations

This deliverable will summarise the training activities that will be conducted for public and private organisations that are working to reduce the risk of natural hazards in the mountain area with the Pyrenees demonstrator case study site as an example The specific training that will be conducted is targeting i private companies specialized in wooden works ii private companies specialized in construction works and iii public technicians bodies specialized on roads infrastructure and forest management The intention is to strengthen the knowledge and confidence in the use of wooden structures prototypes and local materials to improve the protective role of the forest

Web-based tool – module 2 (Existing web-based platforms)

Linked to Task 7.2 Map existing data platforms and analysis of NBSs. This deliverable will map existing data platforms and identify knowledge gaps required for evaluating the NBS.

Hazard and risk maps to illustrate flood patterns and debris flows for different climate scenarios at demonstrator sites and concept cases

Linked to Task 4.4 Modelling changing pattern of hazard and risk and identifying the return period of the extreme events that the NBSs could safely withstand.This deliverable presents a set of risk maps computed from slope stability and flood maps for identifying all possible impacts – mitigated or not by NBSs – at considered sites.

Web-based tool – module 1 (Inventory of NBSs)

Linked to Task 7.1 Collect information on all NBSs related to DRR associated with extreme hydro-meteorological events in mountain landscapes. This deliverable presents an inventory of NBSs, based on an open-source database management system, where semantic, documentary, photographic and cartographic information will be stored.

Web-based tool - module 4 (Long-term support)

Linked to Task 7.3 Co-develop with stakeholders a web-based tool for demonstrating and maintaining data for NBSs.This deliverable includes a final web-based tool for demonstrating and maintaining data for NBSs based on testing with stakeholders. The long-term maintenance platform will be established and collaboration presented in the deliverable.

The PHUSICOS game - A Complex Social-Ecological Simulation on NBS, with facilitation instructions and materials

Linked to Task 6.3 Explore an alternative learning platform based on social-ecological systems simulation (or serious games) to be co-developed with stakeholder.This deliverable contains an initial game prototype developed and tested interfacing with 1-2 selected Living Lab stakeholder processes. The product, an NBS simulation gane, will be used as an innovative topol to actively engage end-users and stakeholders to explore the potential and implementation challenges of NBSs, or, alternatively, as a collective self-reflection process leading to the understanding of unspoken assumptions guiding decisions and actions around NBS.

Slideshow to promote sustainable NBSs

Linked to Task 8.3 Plan and execute outreach event. This deliverable presents a slideshow for promoting NBSs to a broader audience, including stakeholder integration workshops, European multiplier seminars, and International Public Conference.
